Im April 2001 fand im kanadischen Quebec das dritte Gipfeltreffen aller Staats- und Regierungschefs des amerikanischen Kontinents (mit Aus-nahme von Kuba) statt, auf dem das Ziel der Schaffung einer panamerikanischen Freihandelszone (ALCA) von Alaska bis Feuerland bis zum Jahr 2005 erneut bekräftigt wurde. Parallel zu diesem regionalen, d.h. die gesamte Hemisphäre umfassenden Integrationsprozess haben sich in den 90er Jahren einzelne Staaten bereits innerhalb des amerikanischen Kontinents - auf subregionaler Ebene - wirtschaftlich zusammengeschlossen. So gründeten die USA, Mexiko und Kanada 1994 die Nordamerikanische Freihandelszone (NAFTA), und im Jahr 1995 bildeten Brasilien, Argentinien, Uruguay und Paraguay den Gemeinsamen Markt des Südens, den Mercosur. Auch die Andenländer und die zentralamerikanischen und karibischen Staaten haben mit der Andengemeinschaft bzw. dem Gemeinsamen Zentralamerikanischen Markt (MCCA) und der Karibischen Gemeinschaft (CARICOM) neue Anläufe zur subregionalen Zusammenarbeit unternommen. In dieser gleichzeitigen Integration von Staaten auf regionaler (ALCA) und subregionaler (NAFTA, Mercosur, Andengemeinschaft, MCCA, CARICOM) Ebene besteht die Besonderheit wirtschaftlicher Integrationsprozesse auf dem amerikanischen Kontinent. Zwischen den beiden Integrationsebenen bestehen komplexe Wechselwirkungen. So gestalten sich die ALCA-Verhandlungen zunehmend schwieriger, weil sowohl ALCA als auch Mercosur mit machtpolitischen Interessen verbunden sind. Einerseits wollen die USA durch die Schaffung einer panamerikanischen Freihandelszone ihre Vormachtstellung in Lateinamerika absichern. Andererseits versucht Brasilien, mit dem Mercosur ein Gegengewicht zur Dominanz der USA zu bilden und zunächst die südamerikanischen Staaten unter seiner Führung zusammenzuschließen. Sollte die ALCA Realität werden, könnte dies zu einer Auflösung des Mercosur in der ALCA führen. Wird Brasilien als Verfechter des Mercosur dies in Kauf nehmen? In welchem Verhältnis stehen Regionalismus und Subregionalismus generell zueinander? Fördern oder behindern sich die Prozesse regionaler und subregionaler Zusammenarbeit? Können die Subregionen als Bausteine einer panamerikanischen Freihandelszone dienen, oder ist gesamtamerikanischer Freihandel unvereinbar mit dem Zusammenschluss von Staaten auf subregionaler Ebene? Welchem Integrationsprojekt werden die einzelnen Staaten Priorität einräumen - der ALCA oder der eigenen Subregion? Werden sich Mercosur, NAFTA, Andengemeinschaft, MCCA und CARICOM nur als Schritte auf dem Weg zu kontinentalem Freihandel herausstellen, oder werden sie auch innerhalb einer zukünftigen ALCA existieren können?

At the same time, regional economic integration has boomed. This monograph offers the first systematic overview of the protection of human rights in trade agreements in the Americas. Traditionally, trade agreements in the Americas were concerned with economic questions and paid little attention to human rights. However, in the wake of the 'new regionalism', which emerged at the end of the last century, more clauses addressing social issues such as labour rights and environmental standards were inserted in trade agreements. As economic integration increased, a framework for the protection of human rights evolved.
