'Informal' peripheral regions have received limited scholarly attention in Canada. This political-economic history of Cape Breton Island analyses how institutional actors build, maintain, and reconstruct a peripheral region, adapt to globalization, and address regional development. The role of culture, identity, institutions and leadership is explored. Analysis combines new regionalism and identity theorizations with new institutionalism's historical and sociological branches. This theoretical framework facilitates analyzing institutions and regions more broadly in new globalizing and regional settings as well as the identity and agency-related concept of regionality. The triangulated qualitative approach utilizes primary, secondary and online sources and semi-structured 'elite' interviews. Before Confederation, Cape Breton regional identity was imprinted by the Mi'kmaq and other ethno-cultural groups, resulting in 'Unama'ki', 'Isle Royale', and 'Celtic Fringe'/ 'Gaelic sanctuary' regional constructions. Into the 20th century, industry-fueled growth cemented a culturally cohesive, Gael-inspired, class-conscious regional construction. Later abandonment of the coal and steel industries by private owners prompted state response to sustain the region. The resultant 'socialist Island' was an adaptation in an evolving institutional context. Multi-level political, economic and cultural actors have tried to salvage and reconstruct the region into the neo-liberalism-influenced era of globalization. Regional actors have attempted to both address and initiate regionalization of various institutions and adjust to 'development downloading', the new economy, and demographic hurdles. Bright spots signal optimism for the future: Grassroots institution-building, Gaelic cultural revitalization and the notable rise of Mi'kmaw leadership in economic development circles. Although Cape Breton's future construction is uncertain, the region has been undergoing reconstruction through adaptation and innovation as it moves toward a more endogenous and autonomous development model. While this can be restrained by path dependencies and centralized control at the core of the Westminster system, to some degree regional cultures and institutional actors can resist, accommodate and offset globalization-related pressures and, through incorporating regional preferences, identities, and institution-building, have an 'indigenizing' effect on region-building and development.

Recent years have seen a resurgence of separatist sentiments among national minorities in many industrial societies, including the United Kingdom. In 1997, the Scottish and Welsh both set up their own parliamentary bodies, while the tragic events in Northern Ireland continued to be a reminder of the Irish problem. These phenomena call into question widely accepted social theories which assume that ethnic attachments in a society will wane as industrialization proceeds. This book presents the social basis of ethnic identity, and examines changes in the strength of ethnic solidarity in the United Kingdom during the 19th and 20th centuries. As well as being a case study, the work also has implications, as it suggests that the internal colonialism of the kind experienced in the British Isles has its analogues in the histories of other industrial societies. Hechter examines the unexpected persistence of ethnicity in the politics of industrial societies by focusing on the British Isles. Why do many of the inhabitants of Wales, Scotland and Ireland continue to maintain an ethnic identity opposed to England? Hechter explains the salience of ethnic identity by analyzing the relationships between England, the national core, and its periphery, the Celtic fringe, in the context of two alternative models of core-periphery relations in the industrial setting. The "diffusion" model suggests that intergroup contact leads to ethnic homogenization, and the "internal colonial" model, suggests such contact heightens distinctive ethnic identification. His findings lend support to the internal colonial model, and show that, although industrialization did contribute to a decline in interregional linguistic differences, it resulted neither in the cultural assimilation of Celtic lands, nor the development of regional economic equality. The study concludes that ethnic solidarity will inevitably emerge among groups which are relegated to inferior positions in a cultural division of labour.

Southeastern Europe is often portrayed as an area plagued by endemic nationalisms, a view that seems to be confirmed by the break-up of Yugoslavia. However, a closer look shows that the nation is not the only territorial unit of identification. Regions play an important role as well, especially those that look back on traditions that differ from those of the national state. Thus, the end of socialism also brought forward regional movements which articulated opposition to the dominance of the centralized state. These developments are furthered by the integration into the European Union, whose policy of a "Europe of the Regions" demands strong regional centres for the administration of structural funds and for the empowerment of the regions. The contributions to this volume address the dynamics of regions, regionalism and regional identities in present Southeast Europe, but also look into the history of individual regions. They provide ample material for understanding the complex nature of territorial identification in this rapidly changing part of Europe.

This dissertation explores the complex ways in which a range of texts participated in the discursive production of national and cultural identities in early modern Britain and Ireland. The central focus is discourse on Ireland, especially as this discourse intersects with representations of the heterogeneous, intermingling, and warring cultures of the British Isles. Seeking to bring the elaborate cultural and political history of sixteenth- and seventeenth-century Britain and Ireland to bear on English literary history of the period, my study situates these representations within the wider context of an expanding English polity that gradually, violently incorporated the "Celtic fringe."

Revising traditional 'rise of the nation-state' narratives, this collection explores the development of and interactions among various forms of local, national, and transnational identities and affiliations during the long eighteenth century. By treating place as historically contingent and socially constructed, this volume examines how Britons experienced and related to a landscape altered by agricultural and industrial modernization, political and religious reform, migration, and the building of nascent overseas empires. In mapping the literary and cultural geographies of the long eighteenth century, the volume poses three challenges to common critical assumptions about the relationships among genre, place, and periodization. First, it questions the novel’s exclusive hold on the imagining of national communities by examining how poetry, drama, travel-writing, and various forms of prose fiction each negotiated the relationships between the local, national, and global in distinct ways. Second, it demonstrates how viewing the literature and culture of the long eighteenth century through a broadly conceived lens of place brings to the foreground authors typically considered 'minor' when seen through more traditional aesthetic, cultural, or theoretical optics. Finally, it contextualizes Romanticism’s long-standing associations with the local and the particular, suggesting that literary localism did not originate in the Romantic era, but instead emerged from previous literary and cultural explorations of space and place. Taken together, the essays work to displace the nation-state as a central category of literary and cultural analysis in eighteenth-century studies.
