O debate da Regionalização de Portugal voltou a emergir. Periodicamente, tem-se retomado a discussão do tema, se bem que sem consequências de maior. A exceção em matéria de alcance do debate que foi acontecendo foi a realização do referendo de 8 de novembro de 1998, cujo resultado significou a criação de um bloqueio substantivo à institucionalização da instância regional de governo. Por detrás desse retomar do debate estão, por um lado, a inclusão dessa temática no Programa do XXIII Governo, definindo-se aí o objetivo de realizar um novo referendo em 2024, e, por outro lado, as sequelas da implementação da Lei nº 50/2018, de 16 de agosto, que estabeleceu a transferência, gradual, de um conjunto alargado de competências para as “autarquias locais” e as “entidades intermunicipais”. Tendo presente o contexto que se enuncia, importa refletir sobre a oportunidade e os fundamentos para se avançar no processo de regionalização em Portugal, e sobre aquilo que pode estar em causa quando se encetam iniciativas de descentralização do poder suportadas apenas nas instâncias locais. Obviamente, equacionando-se a regionalização, volta a ser necessário discutir as potenciais soluções de divisão territorial e os seus fundamentos económicos, sociais, culturais e políticos, e a escolha das próprias cidades-capital. São essas problemáticas e este debate que este livro coletivo se propõe retomar, reclamando para tanto o contributo de um conjunto de académicos de várias formações científicas e sensibilidades político-sociais. Os destinatários da publicação são, também, os académicos, mas, igualmente, os decisores públicos e todos aqueles que, comprometidos com o desenvolvimento do país, olham para a reforma da sua organização político-administrativa como a grande reforma estrutural de que Portugal realmente carece.

The concept of governance has evolved into one of the most important but also controversial concepts in urban politics. While it encourages co-operation, participation and collective construction, at the same time, it has brought about new forms of public demission, oligarchic regimes and less local democracy. The dilemmas accompanying these changes are particularly relevant when observing the cities of Southern Europe, whose socio-cultural specificities very much structure local political and policy materialisations. Bringing together a team of leading scholars from across the social sciences, this volume examines the issues of urban governance in the Southern European context. Illustrated by case studies of several main cities and metropoles on the North Mediterranean coast, it introduces and critically analyses the latest theories and approaches to urban governance. It questions how the 'real' or socio-cultural notion of city seems to have been separated from that of the 'political' city and explores how more integrated socio-political forms might be developed. It looks at current structures, dynamics and cultures of governance in urban development and questions whether they are well adapted to new realities and challenges or whether there are significant imbalances causing limited or fragmented political-administrative visions.
