L’attuale architettura della multilevel governance dell’Unione europea rappresenta una tappa importante del processo di integrazione, pur testimoniando appieno, nella sua articolazione, la tensione tra le esigenze di sussidiarietà, partecipazione e prossimità, che da tempo sono poste all’attenzione delle Istituzioni europee, e la propensione di queste ultime a non voler modificare in modo significativo centri e processi decisionali consolidati. Il Trattato di Lisbona ha, come è noto, rafforzato il coinvolgimento diretto dei Parlamenti nazionali in alcuni aspetti del funzionamento dell’Unione ed ha anche “auspicato” che questi ultimi coinvolgano in questi processi le Assemblee regionali con poteri legislativi. Le soluzioni ad oggi prospettate, che vanno certamente nella direzione di una maggiore partecipazione delle assemblee rappresentative – europea, nazionali e regionali –, necessitano tuttavia non solo di una maggiore collaborazione, che al momento appare insoddisfacente, tra i diversi soggetti coinvolti e chiamati a definire ambiti e procedure, ma anche, e forse soprattutto, di una riflessione su quale possa essere la dimensione ottimale della multilevel governance, nell’ambito del lento progresso verso un’Unione caratterizzata da una sempre più forte integrazione politica e nella prospettiva della realizzazione di una più effettiva democrazia di prossimità. Su questi aspetti e, in un’ottica più generale, sul principio di sussidiarietà e sulla governance multilivello, si concentrano i contributi, presenti nel volume, che scaturiscono dalla ricerca, multidisciplinare, svolta dall’unità dell’Università degli Studi “Parthenope” nell’ambito del progetto PRIN 2010-2011 su “Parlamenti nazionali e Unione europea nella governance multilivello”.
