This book examines the process of Poland’s accession negotiations to the European Union between 1998-2003. An empirical study based on Robert Putnam’s two-level game model, it charts the influence and role of key domestic actors and groups on the negotiations especially in three critical, controversial, areas - areas where EU accession threatened to bring about a profound transformation to Polish life - agriculture, with particular emphasis on direct payments and production quotas; the purchase of real estate by foreigners; and the free movement of labour. This book demonstrates the complex interaction between the domestic and international level of negotiations and furthermore, shows how critical this link can be to negotiation outcomes at the international level. It reveals how susceptible Poland’s negotiation process was to domestic pressure, particularly public opinion and interest groups. Drawing heavily on qualitative analysis – such as press releases, news wires, policy documents, as well as quantitative analyses, such as the use of opinion polls, and supported by in-depth, unrestricted interviews with key Polish decision-makers, this book examines the dynamics of policy formation in Poland and shows how this translated into the final conditions of accession.

The states from Central and Eastern Europe that joined the EU in 2004 and 2007 provide a fascinating series of case studies for scholars interested in politics, IR and development studies. The interest comes from the fact that never before had so many recipients of EU aid joined the Union and taken on the commitment to become aid donors. The journey from recipients of aid to aid donors is interesting because, not only does it tell us about development policy in CEE states, this policy area gives us an insight into governmental structures in CEE states, foreign policy priorities, public opinion, the role of NGOs/civil society and how well CEE states have taken on board the EU acquis (the EU’s rule book). The book also explores whether the development cooperation programmes of the majority of CEESs reflect the so-called "transition experience" of moving from authoritarianism and socialism to democracy and modern liberalism. Bjllrn Tore Godal Norwegian Ambassador to Germany Chairman of the Editorial Advisory Board Several of the contributions to the present volume of The NEBI Yearbook have been inspired by the fact that roughly speaking, ten years have passed since the first steps were taken to initiate cross-border co-operation in the Barents and Baltic Sea areas. One of the most important co-operative organisations in the European Northeast, i. e. The Council of the Baltic Sea States, was launched in 1992. The Barents Euro Arctic Council was established in 1993. An avalanche of co-operative and cross-border initiatives has since hit this part of Europe with all kinds of actors participating - states, regional and municipal authorities, univer sities, national organisations, businesses and private interests. Even international organisations and actors from outside the immediate NEBI area have taken a special interest in this dynamic part of the world. Among the most important is the European Union, whose Finnish-inspired Northern Dimension initiative has become a permanent fixture. As many of the chapters in NEBI 2003 testifY, integration in the NEB I area - across old political and ideological borders and cultural and socio-economic divides that are among the most pronounced anywhere in the world - has on the whole been a great success.
