In recent years, small satellites have taken the space industry by storm. Their short development times, low cost, significant miniaturisation, standardisation and commercial availability have truly revolutionised the space industry. They make space accessible to non-professionals and on an individual level. This book is the first to explore the status of small satellites vis-à-vis international space law, examining which provisions are applicable and what kind of legal issues the traditional definitions pose when considering novel small satellites activities. The author sheds clear light on current regulatory challenges raised by the commercial and research activities of small satellites as well as by governmental and military applications. She covers the legal implications in such aspects of the small satellites revolution as the following: liability for damage caused or suffered by small satellites; State responsibility for non-governmental space activities employing small satellites; registration of space objects; launch practices; online availability of components and launch slots; the connection between small satellites and space debris; the role of space insurance; and legal challenges posed by large constellations of small satellites. In the course of the description and analysis, the author provides case studies showing how these challenges can be dealt with, offers deeply informed insights on emerging trends and future developments and indicates which jurisdictions may be most favourable to small satellite activities. The small satellites market is booming, and both States and industry are in need of guidance relating to the regulatory situation. The monograph presents the ideas about the main changes that occurred in the development of technologies from the emergence of Homo sapiens till present time and outlines the prospects of their development in the next 30–60 years and in some respect until the end of the twenty-first century. What determines the transition of a society from one level of development to another? One of the most fundamental causes is the global technological transformations. Among all major technological breakthroughs in history the most important are three production revolutions: 1) the Agrarian Revolution; 2) the Industrial Revolution; and 3) the Cybernetic one. The book introduces the theory of production revolutions which is a new valuable explanatory paradigm that analyzes causes and trends of dramatic shifts in historical process. The authors describe the course of technological transformations in history and demonstrate a possible application of the theory to explain the present and forthcoming technological changes. They analyze the technological shifts which took place in the second half of the twentieth and early twenty-first centuries and forecast the main shifts in the next half a century. On this basis the authors present a detailed analysis of the latest production revolution which is denoted as ‘Сybernetic’. They make some predictions about its development in the nearest five decades and up to the end of the twenty-first century and show that the development of various self-regulating systems will be the main trend of this revolution. The authors argue that the transition to the starting final phase of the Cybernetic Revolution (in the 2030–2040s) will first occur in the field of medicine (in some its innovative branches). In future we will deal with the started convergence of innovative technologies which will form the system of MANBRIC-technologies (i.e. the technological paradigm based on medicine, additive, nano- and bio- technologies, robotics, IT and cognitive technologies). The monograph gives an outline of the future breakthroughs in medicine and some other technologies (between the 2010s and 2070s).

The case for a smarter “prosumer law” approach to Internet regulation that would better protect online innovation, public safety, and fundamental democratic rights. Internet use has become ubiquitous in the past two decades, but governments, legislators, and their regulatory agencies have struggled to keep up with the rapidly changing Internet technologies and uses. In this groundbreaking collaboration, regulatory lawyer Christopher Marsden and computer scientist Ian Brown analyze the regulatory shaping of “code”—the technological environment of the Internet—to achieve more economically efficient and socially just regulation. They examine five “hard cases” that illustrate the regulatory crisis: privacy and data protection; copyright and creativity incentives; censorship; social networks and user-generated content; and net neutrality. The authors describe the increasing “multistakeholderization” of Internet governance, in which user groups argue for representation in the closed business-government dialogue, seeking to bring in both rights-based and technologically expert perspectives. Brown and Marsden draw out lessons for better future regulation from the regulatory and interoperability failures illustrated by the five cases. They conclude that governments, users, and better functioning markets need a smarter “prosumer law” approach. Prosumer law would be designed to enhance the competitive production of public goods, including innovation, public safety, and fundamental democratic rights.

As the distributed architecture underpinning the initial Bitcoin anarcho-capitalist, libertarian project, 'blockchain' entered wider public imagination and vocabulary only very recently. Yet in a short space of time it has become more mainstream and synonymous with a spectacular variety of commercial and civic 'problem'/'solution' concepts and ideals. From commodity provenance, to electoral fraud prevention, to a wholesale decentralisation of power and the banishing of the exploitative practices of 'middlemen', blockchain stakeholders are nothing short of evangelical in their belief that it is a force for good. For these reasons and more the technology has captured the attention of entrepreneurs, venture capitalists, global corporations and governments the world over. Blockchain may indeed offer a unique technical opportunity to change cultures of transparency and trust within cyberspace, and as ‘revolutionary’ and ‘disruptive’ has the potential to shift global socioeconomic and political conventions. But as a yet largely unregulated, solutionist-driven phenomenon, blockchain exists squarely within the boundaries of capitalist logic and reason, fast becoming central to the business models of many sources of financial and political power the technology was specifically designed to undo, and increasingly allied to neoliberal strategies with scant regard for collective, political or democratic accountability in the public interest.
