Is there potential for a U.S. regulatory system that is more efficient and effective? Or is the future likely to involve 'paralysis by analysis'? Improving Regulation considers the challenges faced by the regulatory system as society and technology change, and our knowledge about the effects of our activities on human and planetary health becomes more sophisticated. While considering the difficulty in linking regulatory design and performance, Improving Regulation makes the case for empowering regulatory analysis. Studying applications as diverse as fire protection, air and water pollution, and genetics, its contributors examine the strategies of different stakeholders in today's complex policymaking environment. With a focus on the behavior of institutions and people, they consider the impact that organizational politics, science, technology, and performance have on regulation. They explore the role of technology in creating and reducing uncertainty, the costs of control, the potential involvement of previously unregulated sectors, and the contentious public debates about fairness and participation in regulatory policy. Arguing that the success of many regulations depends upon their acceptance by the public, Fischbeck, Farrow, and their contributors offer extensive, inductive evidence on the art of regulatory analysis. The resulting book provides 'real world' examples of regulation, and a demonstration of how to synthesize analytical skills with a knowledge of physical and social processes.

Focusing largely on federal environmental efforts, this report provides a sound basis for considering the future of the pollution control regulatory system. It describes and evaluates the legislation, administrative decisionmaking, and federal-state division of labor that are the main elements of the U.S. regulatory process. The overall system is examined and evaluated to determine whether the most important problems have been targeted and pollution levels reduced, and whether the system has been effective and cost-efficient, has been responsive to social values, and is prepared to deal with future problems.

Placing an emphasis on economics, these papers analyse the effectiveness of environmental policy and progress made in relation to air pollution, water quality, hazardous wastes, toxic substances and enforcement of regulations. Environmental Regulations provides a comprehensive introduction to the environmental laws and regulations with which industry must comply to stay in business. It presents the laws passed by Congress to control pollution, the regulations developed by government agencies to comply with the requirements of those laws, penalties for violations of regulations, and how companies can determine whether or not they are in violation of regulations. To promote a better understanding of why current regulations are written in the manner they are, the book includes examples of the history, chronology, and setting in which environmental laws were developed and how they have evolved through time. It also provides an introduction to The Federal Register, codification, and the Code of Federal Regulations, as well as an examination of how a regulation is developed within government. Environmental Regulations addresses several important issues, including discharges to water, ambient and indoor air, solid and hazardous wastes, toxic pollutants, abandoned dumps, the worker environment, enforcement and compliance, environmental investigations, and environmental assessments. It will be a source of fundamental information on major environmental regulated areas for industry professionals, environmentalists, state environmental protection or department of natural resource personnel, engineers, environmental lawyers, and others who must understand environmental regulations and their enforcement. The book will also be a useful introduction for instructors and students involved in courses in water resources, systems analysis, and environmental engineering. Features

Air Emissions from Animal Feeding Operations: Current Knowledge, Future Needs discusses the need for the U.S. Environmental Protection Agency to implement a new method for estimating the amount of ammonia, nitrous oxide, methane, and other pollutants emitted from livestock and poultry farms, and for determining how these emissions are dispersed in the atmosphere. The committee calls for the EPA and the U.S. Department of Agriculture to establish a joint council to coordinate and oversee short - and long-term research to estimate emissions from animal feeding operations accurately and to develop mitigation strategies. Their recommendation was for the joint council to focus its efforts first on those pollutants that pose the greatest risk to the environment and public health.
