Anhand unausgewerteter Archivbestände rekonstruiert Stefan Naas die Geschichte der Entstehung des Preußischen Polizeiverwaltungsgesetzes von 1931. Dieses wurde nach 1945 zum Modell der heutigen Polizeigesetze und stand bisher vor allem für die Kontinuität des rechtstaatlichen deutschen Polizeirechts. Es geht auf den Präsidenten des Preußischen Oberverwaltungsgerichts Bill Drews zurück, der es bereits Anfang der zwanziger Jahre als Reformgesetz konzipiert und ausgearbeitet hatte. Womit Drews am Anfang der Republik scheiterte, wurde schließlich realisiert: Das PVG schloß die seit 1918 laufenden organisatorischen Veränderungen der Polizei ab. Es vereinheitlichte, effektivierte und modernisierte polizeiliches Handeln und wurde so zu Recht ein wesentlicher Baustein für das moderne deutsche Verwaltungsrecht.
