This book approaches the subject of contemporary art by exploring the social embeddedness and identities of Singaporean artists. Linking artistic processes and production to both personal worlds and wider issues, the book examines how artists negotiate their relationships between self and society and between artistic freedom and social responsibility. It is based on original research into the discourses and artistic practices of local artists, with a special focus on emerging artists and artists whose work and perspectives engage with questions of identity. Reimagining contemporary Singapore and their place within it, artists are asserting their multiple and heterogeneous self-identities and contesting hegemonic norms and notions, as they negotiate and adapt to the world around them. This book explores this inherent contradiction present in most facets of Singaporean media, cultural and political discourses, and identifies the key regulatory strategies and technologies that the ruling People Action Party (PAP) employs to regulate Singapore media and culture, and thus govern the thoughts and conduct of Singaporeans. It establishes the conceptual links between government and the practice of cultural policy, arguing that contemporary cultural policy in Singapore has been designed to shape citizens into accepting and participating in the rationales of government. Lim Siong Guan, Singapore's former Head of Civil Service (1999-2005) was the Institute of Policy Studies' 4th S R Nathan Fellow for the Study of Singapore. This book contains edited versions of the three IPS-Nathan Lectures he gave between September and November 2017, and highlights of his dialogue with the audience. Lim addresses the question, 'Can Singapore Fall?', by examining the state of Singapore today and proposing what Singapore and Singaporeans must do in order to prevent economic and social decline. Taking inspiration from Sir John Glubb's essay, The Fate of Empires and Search for Survival, Lim urges Singaporeans to counter decline by observing the 'three legs of honour': Trust, Diversity, and Excellence. These include becoming a gracious society and building up a culture of innovation, excellence and outwardness.
