This book provides empirical evidence to show how democratic experiments are harnessed to achieve control and support authoritarianism, through the lens of participatory pricing, which is one of the most important forms of deliberative democracy in China. The crucial point is an interlacement of easily perceptible improvement in empowerment (voluntary enrollment, disclosure of information and opportunities for expression during events) and hidden control (delicately designed procedures and pre-existing frameworks that influence participants in how they think, and when they talk). The mixture of these two mechanisms assures participants and educates them, producing cooperative citizens desired by the government. This is referred to as the partial empowerment strategy, which challenges the traditional assumption of the correlation between deliberation and empowerment. When authoritarian control influences deliberations in a form that obstructs the natural developmental process of empowerment, it acts as a filter that encourages only some form of empowerment, but precludes those that are too risky for the government. This exertion of dominance through a participatory form reflects the development of governance capability of China as a modern authoritarian state and explains its “surprising” resilience.

Autocrats must overcome a range of challenges as they seek to gain and maintain political power, including the threat that comes from both rival elites and discontented publics. The International Politics of Authoritarian Rule examines the ways in which international forces can encourage and assist autocratic actors in overcoming these challenges. Often, autocratic incumbents are strengthened in power by events on the international stage and by the active support of international allies. The book offers a typology of different international forms of influence on authoritarianism, and examines the ways in which external forces shape autocratic rule at the domestic level. The typology distinguishes between three broad forms of international influence: passive influences, unintended consequences, and active forms of external autocratic sponsorship. The book focuses in particular on the latter category, and examines intentional autocratic sponsorship in the post-Cold War period. A central contribution of the book is to address the question of how international autocratic sponsorship can bolster authoritarian rule. It highlights the ways in which international sponsorship can contribute to authoritarian practices is three significant ways: by increasing the likelihood that authoritarian regimes will pursue 'authoritarian practices' (such as coups, repression or election fraud), by contributing to the implementation of those practices, and finally by shielding autocratic actors from international punishment after such practices are pursued. External sponsorship can thus lower the costs of authoritarian behaviour, and protect and shield authoritarian regimes from the negative consequences of their actions. Somit and Peterson seek to explain two apparently contradictory yet well-established political phenomena: First, throughout human history, the vast majority of political societies have been authoritarian. Second, notwithstanding this pattern, from time to time, democracies do emerge and some even have considerable stability. A neo-Darwinian approach can help make sense of these observations. Humans—social primates—have an inborn bias toward authoritarian life, based on their tendency to engage in dominance behavior and the formation of dominance hierarchies. Reinforcing this bias is an impulse toward obedience. These factors are associated with the propensity of humans to accept authoritarian systems. Nonetheless, the authors argue, conditions of material abundance combined with another human characteristic—indoctrinability—can foster the emergence and maintenance of democracies. Somit and Peterson assert that an understanding of human nature from an evolutionary perspective can help to explain how and why political systems have developed. They conclude by pointing to policy implications that might enhance the odds of formation and continuation of democratic forms of government. Students and scholars of political science and philosophy, sociology, and human biology will find this an intriguing study.
