These changes will have a profound effect on Korea's future. Among other things, the Korean labour force is set to decline by about 2.5 million workers by 2040, with potential major implications for economic performance and the sustainability of public finances. Since the early 2000s, public policy has changed to help parents reconcile work and family commitments: Korea has developed a comprehensive formal day-care and kindergarten system with enrolment rates that are now on par with the Nordic countries. Korea also has one year of paid parental leave for both parents, but only about 25% of mothers and 5% of fathers use it, as workplace cultures are often not conducive to parents, especially fathers, taking leave. Cultural change will take time, but this review suggests there also is a need for additional labour market, education and social policy reform to help Koreans achieve both work and family aspirations, and contribute to the rejuvenation of Korean society.

The classic national security concerns of nuclear proliferation and the production, sale and use of weapons of mass destruction cannot be addressed in the Korean peninsula without at the same time considering the implications and interrelationship of what are these days known as the human security issues of food, poverty and, perhaps more controversially, freedom.We agree that East Asia and the world are more dangerous with the Democratic People's Republic of Korea (the DPRK or North Korea) in possession of nuclear weapons. It is also argued, however, that a comprehensive security analysis identifies many equally significant threats to regional security, such as the risk from industrial and nuclear accidents and the potential for transborder crime arising from the lack of legal and productive avenues for economic activity for North Korea's poverty-stricken citizens. In this book Korea, soft security issues are as important as hard security matters and that the latter cannot be understood, or its dilemmas unravelled, without a clear engagement with the former.This book looks at Korean security dilemmas from the perspective of the various international actors, not just from the viewpoint of the major protagonists the DPRK and the United States. We show that different states and international organizations have different and multiple interests in their relationships with the DPRK and with each other.

This open access book assesses the profound impact of Japan’s aspirations to become a great power on Japanese security, democracy and foreign relations. Rather than viewing the process of normalization and rejuvenation as two decades of remilitarization in face of rapidly changing strategic environment and domestic political circumstances, this volume contextualizes Japan’s contemporary international relations against the longer grain of Japanese historical interactions. It demonstrates that policies and statecraft in the Prime Minister Shinzo Abe’s era are a continuation of a long, unbroken and arduous effort by successive generations of leaders to preserve Japanese autonomy, enhance security and advance Japanese national interests. Arguing against the notion that Japan cannot work with China as long as the US-Japan alliance is in place, the book suggests that Tokyo could forge constructive relations with Beijing by engaging China in joint projects in and outside of the Asia-Pacific in issue areas such as infrastructure development or in the provision of international public goods. Korea’s economy has leaped to high-income status thanks to several decades of sustained high growth. However, population aging and shifts in global demand provide headwinds for future growth and Korea now faces the effects of COVID-19 on economic activity. This paper asseses the expected drag on potential growth from these factors and discusses policies that could provide offsetting upward momentum by facilitating structural transformation. We find that potential output growth slowed to about 21⁄2 percent before the COVID-19 pandemic and would have fallen to 2 percent by 2030, mainly due to demographic factors. Moreover, there is a possibility of scarring from the COVID-19 shock as adjustment frictions from structural rigidities interact with shifts in demand and supply patterns, lowering investment and labor force participation. At the same time, industry-level analysis suggests ample scope to raise productivity, especially in services where productivity gains have lagged. Addressing these rigidities could offset a large proportion of the expected downward pressure on potential output.
