La realidad del sistema universitario español es compleja, con todo la discusión pública se centra en el tema del Gobierno de la Universidad como principal eje en el que van a converger los problemas y las soluciones. No obstante, tras las numerosas reformas y cambios normativos se puede fácilmente comprobar que no se han alcanzado los resultados pretendidos, las prácticas no han sido adecuadas y los problemas permanecen sin que se prevea una solución a corto plazo. Este trabajo trata de fijar las cuestiones relativas al Gobierno de la Universidad, tanto las actuales como las futuras, tratadas en nuestro contexto, analizando las propuestas de reforma, así como la situación en los principales Estados a nivel comparado para tratar de determinar unas conclusiones aplicables en nuestro sistema. Los recorridos y reglas que se siguen en todos los sistemas suelen ser similares, ya que el Gobierno de la Universidad puede ser más profesionalizador o externo a la Comunidad Universitaria, o más participativo e interno a dicha Comunidad si se opta por adoptar una perspectiva más académica. Entre los dos extremos se sitúan muchas vías intermedias, pero la complejidad que encierran las actuales Universidades, sus sistemas de gobierno, la rendición de cuentas no perfectamente estructurada, posibilitan que no hayan soluciones globales estructuradoras y funcionales para los Estados de nuestro contexto y para todos los sistemas universitarios. En este sentido, las reformas del Gobierno de las Universidades no deben adoptar perspectivas coyunturales, sino materiales, de fondo y pensadas para desarrollar su funcionalidad a largo plazo.
