Sans entrer, pour l’instant, dans la discussion des différentes théories qui s’efforcent de délimiter le champ d’étude des relations internationales, considérées comme une branche distincte des sciences sociales, on peut dire en première approximation que les relations internationales ont pour objet la société internationale par opposition à la sociologie politique dont le champ d’étude est les sociétés nationales, c’est-à-dire les Etats. La difficulté vient de ce que la société internationale est étudiée sous différents angles par des spécialistes appartenant à des disciplines aussi diverses que l’histoire, le droit, la géographie, la psychologie, l’économie, la philosophie, la science politique, etc. Il est compréhensible que chaque spécialiste ait sa propre définition des relations internationales selon l’angle sous lequel il étudie la société internationale. Si nous admettons que notre champ d’étude est bien la société internationale, une question fondamentale se pose immédiatement : qu’est-ce que la société internationale ? Une réponse simple, voire simpliste, en forme de syllogisme est la suivante : les relations internationales ont pour objet la société internationale ; or la société internationale est une société d’Etats ; donc les relations internationales sont des relations inter-étatiques. Tel est, en particulier, la position adoptée par un auteur tel que Raymond Aron dans son ouvrage Paix et Guerre entre les Nations. En réalité, la société internationale est un tout extrêmement complexe dont il convient d’analyser soigneusement les composantes. Il en résulte qu’un des aspects fondamentaux des relations internationales en tant que discipline est d’ordre culturel. La tâche première de l’internationaliste est de donner une image aussi fidèle que possible de la scène internationale. N’y a-t-il réellement sur cette scène que des Etats ? N’y a-t-il pas d’autres acteurs avec lesquels il faut compter ? Dans l’affirmative, comment les situer les uns par rapport aux autres ?
