This book synthesizes the current state of knowledge on logistics infrastructures and process modeling, especially for processes that are exposed to changing and uncertain environments. It then builds on this knowledge to present a new concept of dependable product delivery assurance. In order to quantitatively assess dependability, a service continuity oriented approach as well as an imperfect knowledge based concept of risk are employed. This approach is based on the methodology of service engineering and is closely related to the idea of the resilient enterprise, as well as the concept of disruption-tolerant operation. The practical advantages of this concept are subsequently illustrated in three sample applications: a modified FMECA method, an expert system with fuzzy reasoning, and a simulation agent-based model of logistic network resilience. The work is a context-oriented analysis and synthesis of complex engineered systems to ensure continuous and safe operations under conditions of uncertainty. The book is divided in four parts, the first one comprises an overview of the development of systems engineering: starting with basics of Systems Science and Single Systems Engineering, through System of Systems Engineering to Cognitive Systems Engineering. The Cognitive Systems Engineering model was based on the concept of imperfect knowledge acquisition and management. The second part shows the evolutionary character of the dependability concept over the last fifty years. Beginning from simple models based on the classical probability theory, through the concepts of tolerating faults, as well as resilience engineering, we come to the assumptions of Cognitive Dependability Engineering (CDE), based on the concept of continuous smart operation, both under normal and abnormal conditions. The subject of the next part is analysis and synthesis of Cyber-Physical-Social (CPS) Systems. The methodology consists of the following steps: modeling CPS systems' structure, simulating their behavior in changing conditions and in situations of disruptions, and finally assessing the dependability of the entire system based on CDE. The last part of the work answers the question of how to deal with risks in CPS systems in situations of high level of uncertainty. The concept of a Cognitive Digital Twin was introduced to support the process of solving complex problems by experts, and on this basis a framework for cognitive dependability based problemsolving in CPS Systems operating under deep uncertainty was developed. The possibilities and purposefulness of using this framework have been demonstrated with three practical examples of disasters that have happened in the past and have been thoroughly analyzed.

Until recently, the Arctic was almost impossible for anyone other than indigenous peoples and explorers to traverse. Pervasive Arctic sea ice and harsh climatological conditions meant that the region was deemed incapable of supporting industrial activity or a Western lifestyle. In the last decade, however, that longstanding reality has been dramatically and permanently altered. Receding sea ice, coupled with growing geopolitical disputes over Arctic resources, territory, and transportation channels, has stimulated efforts to exploit newly-open waterways, to identify and extract desirable resources, and to leverage industrial, commercial, and transportation opportunities emerging throughout the region. This book presents papers from the NATO Advanced Research Workshop (ARW) Governance for Cyber Security and Resilience in the Arctic. Transport infrastructure and logistics, not least domestic food transport networks, are an integral part of agrifood systems, and play a fundamental role in ensuring physical access to food. However, the resilience of these networks has rarely been studied. This study fills this gap and analyses the structure of food transport networks for a total of 90 countries, as well as their resilience through a set of indicators. Findings show that where food is transported more locally and where the network is denser, systematic disturbances have a much lower impact. This is mostly the case for high-income countries, as well as for densely populated countries like China, India, Nigeria and Pakistan. Conversely, low-income countries have much lower levels of transport network resilience, although some exceptions exist. The study further simulates the effect of potential disruptions – namely floods – to food transport networks in three countries. The simulation illustrates the loss of network connectivity that results when links become impassable, potentially affecting millions of people. Overall, this study provides a first geospatial framework to represent and model national food transport network resilience at a global scale considering not only local production and consumption, but also international trade. It has established a new toolkit for measuring resilience, which promises further use and applications beyond this study.
