Tematem niniejszego opracowania jest analiza wprowadzonej przez George'a W. Busha polityki faith-based initiatives, której głównym celem było zwiększenie roli organizacji religijnych w amerykańskim systemie opieki społecznej. Stany Zjednoczone Ameryki są krajem wyjątkowym pod wieloma względami, a jedną z decydujących o tym cech jest specyficzny stosunek do religijności. Ścieranie się poglądów zwolenników ścisłego rozdziału państwa od Kościoła oraz osób postulujących większą rolę religii w życiu publicznym przez wieki kształtowało specyfikę amerykańskiej kultury. Od połowy lat dziewięćdziesiątych XX wieku jedną z płaszczyzn tej debaty stała się polityka dotycząca roli religijnych organizacji charytatywnych w opiece społecznej. Było to związane między innymi z działalnością prawicy religijnej. Polityka faith-based initiatives nie tylko wpisuje się w skomplikowane relacje państwo-Kościół w Stanach Zjednoczonych, lecz także jest istotna z punktu widzenia funkcjonowania amerykańskiego systemu opieki społecznej. Na jej przykładzie łatwiejsze wydaje się zrozumienie założeń polityki społecznej republikanów, które koncentrują się wokół dość szeroko zakrojonej decentralizacji i prywatyzacji systemu pomocy społecznej. Dlatego też w książce polityka faith-based initiatives została omówiona zarówno w kontekście interpretacji religijnych klauzul I Poprawki do Konstytucji, jak i reform polityki społecznej.
