This book presents the findings of the first ever survey of the religious preferences of Members of the European Parliament (MEPs). An international research team interviewed a large sample of MEPs, with the purpose of investigating their beliefs and how these beliefs have an impact on their role as MEPs. The findings of this survey are offered in order to discuss, in a non-normative way, some key political and intellectual debates. Is Europe secularized? Is the European Union a Christian club? What is the influence of religious lobbying in Brussels? What are the dynamics of value politics? Contributions also compare MEPs with national MPs and citizens to measure whether the findings are specific to the supranational arena and European multi-level governance. External cases, such as the USA and Israel, are also presented to define whether there is a European exceptionalism regarding the role of religion in the political arena. The interactions between religion and politics in the European integration process are the focus of increasing attention in political and academic debates. However the body of research that has been developing for several years relates mainly to the representation of religious interests at the European Commission. The influence of religious actors and networks within the European Parliament give rise to many suppositions, ambitions or fears, but there is nothing tangible with which to evaluate them. Studying the preferences of European legislators reveals the conditions in which religion exerts an influence. This analysis also aims to provide useful information on the socialisation capacities of the European Parliament vis-à-vis its members by focusing on an aspect of the normative orientations of MEPs that has been the subject of very little study to date. Furthermore, the denominational dimension is a particularly key factor in understanding partisan formations in the European Parliament and possible divisions between old and new Member States. Finally, the religious variable provides an opportunity to investigate the way in coalitions are formed, particularly in relation to those matters that continue to move higher up the EU agenda (the fight against discrimination; ethical issues; geopolitical stakes; the accession of Turkey, etc.).

This book offers an in-depth analysis of a fundamental human freedom and a cornerstone of democracy: the Freedom of Religions or Beliefs (FoRB). The book focuses on the legal protection and promotion of FoRB in Europe because, in this context, exercising this right goes beyond a mere internal positioning in terms of legislation; rather, it is influenced by international and supranational case law, as well as the promotional activities of selected non-state subjects of international law. The content is divided into three sections: Part I on the European Convention of Human Rights, Part II on the EU, and Part III on other international actors. The first two Parts examine FoRB in its systematic aspects and “day-to-day” aspects. In contrast, the third Part highlights the promotional activities carried out by the Holy See, the ILO, the Council of Europe (“beyond the Strasbourg Court”), and the OSCE to promote, recommend or otherwise support it. Overall, the volume highlights how the exercise of FoRB can be ensured via international and supranational legal protection (both normative and judicial) and via promotional activities aimed at encouraging and helping states guarantee tolerance and pluralism in their national legislation. The 16 main chapters offer a broad overview of the topic under investigation. Each contribution can be seen as a stand-alone study and, simultaneously, as a link in a chain of legal analysis that connects multiple FoRB-focused questions.
