Each year, millions of people are internally displaced and resettled in the wake of wars and floods or to make way for large-scale development projects, and this number is increasing. Humanitarian and development specialists continue to struggle with designing and executing effective protection strategies and durable solutions. Relocation Failures explains how internal displacement and efforts to engineer resettlement are conceived and practiced by policy makers and practitioners. The author argues that policies for internally displaced peoples are weak and diluted by narrow interpretations of state sovereignty and collective action dilemmas, and in the case of Sri Lanka, unintentionally intensified ethnic segregation and ultimately war. This book highlights the attention that policymakers, activists, and the public should pay to internal migration. Although prominent research has analyzed particular types of internal migration, especially urbanization and internally displaced persons (IDPs), the narrow scope of existing studies cannot capture the overlaps of motivation and circumstances that pose serious policy dilemmas. Women novelists of the Sri Lankan diaspora make a significant contribution to the field of South Asian postcolonial studies. Their writing is critical and subversive, particularly concerned as it is with the problematic of identity. This book engages in insightful readings of nine novels by women writers of the Sri Lankan diaspora: Michelle de Kretser’s The Hamilton Case (2003); Yasmine Gooneratne’s A Change of Skies (1991), The Pleasures of Conquest (1996), and The Sweet and Simple Kind (2006); Chandani Lokugé’s If the Moon Smiled (2000) and Turtle Nest (2003); Karen Roberts’s July (2001); Roma Tearne’s Mosquito (2007); and V.V. Ganeshananthan’s Love Marriage (2008). These texts are set in Sri Lanka but also in contemporary Australia, England, Italy, Canada, and North America. They depict British colonialism, the Tamil–Sinhalese conflict, neocolonial touristic predation, and the double-consciousness of diaspora. Despite these different settings and preoccupations, however, this body of work reveals a consistent and vital concern with identity, as notably gendered and expressed through resonant images of mourning, melancholia, and other forms of psychic disturbance. In recent years, there has been a dramatic increase in displacements in Sri Lanka due to the outbreak of civil war and the implementation of large-scale development projects. This study examines the social and cultural impact of development-induced displacement and resettlement related to the Mahaweli Project. It describes how members of a settler community and the neighbouring village experienced the relocation process, but more importantly it analyses the creative strategies that different groups and individuals employed in order to create new or restore existing identities and to build a local community. The work argues that previous approaches to relocation have largely failed to grasp this creative and constructive aspect due to the conceptualisation of relocation as a liminal phase and the predominant use of stress-models. On the basis of empirical data, an alternative approach is developed by the author which views relocation as an ongoing process of social construction that goes beyond recovery and adaptation and touches upon many realms of life.

This volume examines and analyses electoral politics in Sri Lanka through the theoretical framework of manipulation. The following questions guided the study: how do political actors manipulate elections, and what are the salient features of electoral politics in Sri Lanka? Primary and secondary data formed the basis of the analysis, examining eight presidential elections. The research findings indicated that Sri Lankan governments, political parties and political leaders have taken advantage of six types of electoral manipulation, including constitutional tinkering, field fixing, time fixing, vote suppression, process manipulation and resource manipulation. Through a close examination of eight presidential elections, research carried out for the volume found that elections are often associated with violence; presidential elections are mainly a majoritarian affair in which minority communities play only a marginal role; there is a significant gender imbalance, as women’s participation in the electoral process is very limited; despite the presence of a large number of candidates contesting the election, it always remains a two-way race; and amid extensive manipulation and other problems, voter participation tends to be high. This volume will be a valuable resource for students, academics and researchers who focus on democracy, good governance, electoral studies and South Asian politics and history, and will enhance the conceptual foundation of democracy advocates and activists.

Why people kill themselves remains an enduring and unanswered question. With a focus on Sri Lanka, a country that for several decades has reported ‘epidemic’ levels of suicidal behaviour, this book develops a unique perspective linking the causes and meanings of suicidal practices to social processes across moments, lifetimes and history. Extending anthropological approaches to practice, learning and agency, anthropologist Tom Widger draws from long-term fieldwork in a Sinhala Buddhist community to develop an ethnographic theory of suicide that foregrounds local knowledge and sets out a charter for prevention. The book highlights the motives of children and adults becoming suicidal and how certain gender, age, class relationships and violence are prone to give rise to suicidal responses. By linking these experiences to emotional states, it develops an ethnopsychiatric model of suicide rooted in social practice. Widger then goes on to examine how suicides are resolved at village and national levels, tracing the roots of interventions to the politics of colonial and post-colonial social welfare and health regimes. Exploring local accounts of suicide as both ‘evidence’ for the suicide epidemic and as an ‘ethos’ of suicidality shaping subjective worlds, Suicide in Sri Lanka shows how anthropological analysis can offer theoretical as well as policy insights. With the inclusion of straightforward summaries and implications for prevention at the end of each chapter, this book has relevance for specialists and non-specialists alike. It represents an important new contribution to South Asian Studies, Social Anthropology and Medical Anthropology, as well as to cross-cultural Suicidology.
