Following decades of neglect and decline, many US cities have undergone a dramatic renaissance. From New York to Nashville and Pittsburgh to Portland governments have implemented innovative redevelopment strategies to adapt to a globally integrated, post-industrial economy and cope with declining industries, tax bases, and populations. However, despite the prominence of new amenities in revitalized neighborhoods, spectacular architectural icons, and pedestrian friendly entertainment districts, the urban comeback has been highly uneven. Even thriving cities are defined by a bifurcated population of creative class professionals and a low-wage, low-skilled workforce. Many are home to diverse and thriving immigrant communities, but also contain economically and socially segregated neighborhoods. They have transformed high-profile central city brownfields, but many disadvantaged neighborhoods continue to grapple with abandoned and environmentally contaminated sites. As urban cores boom, inner-ring suburban areas increasingly face mounting problems, while other shrinking cities continue to wrestle with long-term decline. The Great Recession brought additional challenges to planning and development professionals and community organizations alike as they work to maintain successes and respond to new problems. It is crucial that students of urban revitalization recognize these challenges, their impacts on different populations, and the implications for crafting effective and equitable revitalization policy. Cities are becoming increasingly fragmented materially, socially, and spatially. From broken toilets and everyday things, to art and forms of writing, fragments are signatures of urban worlds and provocations for change. Balkanization (territorial fragmentation) is becoming a significant urban and geopolitical pursuit in contemporary times. Countries, cities and regions are ever increasingly voicing the desire for independence and balkanization from the nation or union they are a part of. This monograph generally maps the historical and theoretical emergence of balkanization, as well its more recent spread into fields as far ranging as law, medicine, data and security studies, sociology, architecture and the urban. The spatialization of balkanization is particularly addressed in terms of destruction and renewal through a detailed sociopolitical interrogation of architecture and the urban, including their changing symbolic, ideological and functional forms. The spatial connections between balkanization, violent remaking (destruction and renewal) and global politics have predominantly been analyzed via the former Yugoslav context and the Balkans, however, spotlight has also been directed to the current political climate of the UK, Australia and the Anglo-Saxon geopolitics. This book presents a systematic analysis of the differential implementation of the urban reforms in two Indian cities, Ahmedabad and Kanpur. It analyses the enactment of the Jawaharlal Nehru National Urban Renewal Mission (JNNURM), launched in 2005 by the Indian government, which aimed to spatially reorient cities into market-friendly places across 65 cities but finished with only modest success. The volume discusses the specificities of urban governance systems, colonial municipal histories and nationalist struggle in relation to urban planning and policy reforms to showcase how policies insensitive to these are likely to fail. It identifies historically constituted municipal capacity – located in the municipal organisation at the city level – as the key determinant of divergent trajectories of the spatial changes. The analysis demonstrates that in Ahmedabad the politics of the city was historically oriented towards peoples’ relationship with their spaces, enabling a coherent municipal organisation. In the case of Kanpur, however, the local politics evolved in a way that the urban question remained unresolved, which resulted in a fragmented municipal organisation. This variation in the architectures of municipal organisations in the two cities resulted in different levels of municipal capacities at the time of the inauguration of the JNNURM. A richly detailed case study on urban governance issues and development in Indian cities, this book will be an essential read for scholars and researchers of urban studies, urban politics, development studies, social anthropology, social history, political science, development studies, public policy and governance, urban sociology and South Asian studies.
