José Luis Borrero González ha publicado novelas históricas, ensayos y diversos artículos en revistas. Mediante la Gaceta —antiguo boletín oficial—, junto con la opinión de historiadores y estudiosos de la policía española, demuestra con pruebas fehacientes e incuestionables la falta de rigor histórico e inexactitud del irreal bicentenario de la Policía Nacional. La Policía General del Reino, como dice la placa de la Comisaría de Estepona (Málaga), es un antecedente histórico de la Policía Nacional. De ningún modo es el origen o fundación de la misma, ya que fue suprimida por «inutilidad» el 4 de octubre de 1835, publicado en la Gaceta el 5, y la subdelegación que quedó para la corte de Madrid fue abolida por «corrupta» el 2 de noviembre de 1840. La verdad histórica debe ser restablecida, es un deber de todo Gobierno que se precie; y un derecho de los ciudadanos recibir una información veraz y contrastada, según la Constitución Española. Lo diga quien lo diga y lo escriba quien lo escriba, la Policía Nacional no puede cumplir doscientos años de existencia y de servicios ininterrumpidos a los ciudadanos y a España. La Gaceta y otras pruebas desmienten explícitamente esta falacia.

La suma de desilusiones y su trágico desencuentro con la sociedad criolla terminaron configurando a un prócer romántico del que acaso nunca tengamos la biografía definitiva. Así lo entiende Edgardo Mondolfi Gudat en estas "ocho contiendas", tan sesudas como entretenidas, con las que logra un riquísimo acercamiento a la inquietante seducción del genio mirandino.
