A chronicle of hardship and persistence, Removal Aftershock centers on the Seminoles and their experiences in the West after the federal government forced them out of their Florida homelands during the early 1800s. Gaining control of Florida in 1819, the United States initiated a series of treaties that compelled the Native-American tribes to accept reduced territory, relocations, and finally removal to west of the Mississippi. Some Seminoles fought to stay in Florida; others, along with their black slaves, were sent west between 1834 and 1859. After enduring the trials of removal, the Western Seminoles faced a new struggle. As a small tribe, they had to fight to maintain their identity and land rather than be absorbed into the much larger Creek Nation, as the treaties seemingly required. The struggle for independence from the Creeks was aggravated by other problems, including on the one hand, government neglect, delayed annuities, and corrupt officials; on the other, they were confronted by threatening Plains Indians, measles and smallpox epidemics, alcohol abuse, droughts, and crop failures. Following an 1856 treaty that brought them independence from the Creeks, the Seminoles were next drawn into the Civil War, which riddled the tribe with division and dispersal, property destruction, and death. In 1866, the Seminoles' cooperation with the Confederates was used to justify reduction of their land from more than 2 million acres to 200,000 acres. In telling the story of the Seminoles after removal, Jane Lancaster highlights a neglected area of Native-American studies and places the tribe in proper historical perspective. Despite their countless hardships and the inhumane policies of the government, the Seminoles have survived to the present day an enduring testament to the stubbornness and determination of the early tribal leaders.

requiring the adaptation of probabilistic maps to design ground motions; and (d) the generalization of design parameters to locations where there is little seismic history. Maximum displacements, velocities, and, based on the European Build ing Code EC8, design ground acceleration maps have thus been produced by ZivCic et al. for Slovenia, Marku§ic et al. for Croatia, Bus et al. for Hungary, and Radulian et al. for Romania. The last two contributions in the volume are dedicated to studies of local site effects that could affect the microzonation of large urban areas. Moldoveanu et al. employed a technique based on the modal summation and finite dif ferences to calculate the expected ground motion in the capital city of Bucha rest due to large intermediate-depth Vrancea earthquakes. Their results outline that the presence of alluvial sediments and the possible variation of event scenario require the use of all three components of motion for a reliable determination of the seismic input. The study of Marmureanu et al. , more limited in scope, offers a laboratory analysis of the attenuation effects for sur face layers. The authors confirm that seismic attenuation in sedimentary layers is a function of the strain levels induced by large earthquakes, and find that the quality factor is nearly constant over a relatively wide frequency range, between 7 and 100 Hz.

When we published our initial work on the Seminole Wars in 2004, we lamented the fact that such an important series of events was widely unknown to the American public in general and to the majority of Floridians. Not that we should have been surprised: The war was fought in one small corner of the nation and therefore of little concern to Americans as a whole, and most Floridians weren’t born in the state and would have had little opportunity to learn about the wars. Yet it shouldn’t have been that way. The Seminole Wars were a major conflict for the nation and arguably one of the most formative events for the State of Florida. The Indian Wars of the American West are famous worldwide, yet the Seminole Wars were bigger than any western Indian war. The foundations for most of Florida’s great cities are a result of the Seminole Wars, yet few of those cities’ residents are aware of the fact. It was an historical oversight we felt was in need of correction.

This book examines the treaties that promised self-government, financial assistance, cultural protections, and land to the more than 565 tribes of North America (including Alaska, Hawaii, and Canada). Prior to contact with Europeans and, later, Americans, American Indian treaties assumed unique dimensions, often involving lengthy ceremonial meetings during which gifts were exchanged. Europeans and Americans would irrevocably alter the ways in which treaties were negotiated: for example, treaties no longer constituted oral agreements but rather written documents, though both parties generally lacked understanding of the other's culture. The political consequences of treaty negotiations continue to define the legal status of the more than 565 federally recognized tribes today. These and other aspects of treaty-making will be explored in this single-volume work, which serves to fill a gap in the study of both American history and Native American history. The history of treaty making covers a wide historical swath dating from the earliest treaty in 1788 to latest one negotiated in 1917. Despite the end of formal treaties largely by the end of the 19th century, Native relations with the federal government continued on with the move to reservations and later formal land allotment under the Dawes Act of 1887.

Many scholars believe that the existence of slavery stymied the development of the American state because slaveholding Southern politicians were so at odds with a federal government they feared would abolish their peculiar institution. David Ericson argues to the contrary, showing that over a seventy-year period slavery actually contributed significantly to the development of the American state, even as a "house divided." Drawing on deep archival research that tracks federal expenditures on slavery-related items, Ericson reveals how the policies, practices, and institutions of the early national government functioned to protect slavery and thereby contributed to its own development. Here are surprising descriptions of how the federal government increased its state capacities as it implemented slavery-friendly policies, such as creating more stable slave markets by removing Native Americans, deterring slave revolts, recovering fugitive slaves, enacting a ban on slave imports, and not enacting a ban on the interstate slave trade. It also bolstered its own law-enforcement power by reinforcing navy squadrons to interdict illegal slave trading, hiring deputy marshals to capture fugitive slaves and slave rescuers, and deploying soldiers to remove Native Americans and deter slave rescues and revolts. Going beyond Don Fehrenbacher's The Slaveholding Republic, Ericson shows how the presence of slavery indirectly influenced the development of the American state in highly significant ways. Enforcement of the 1808 slave-import ban involved the federal government in border control for the first time, and participation in founding a colony in Liberia established an early model of public-private partnerships. The presence of slavery also spurred the development of the U.S. Army through its many slavery-related deployments, particularly during the Second Seminole War, and the federal government's own slave rentals influenced its labor-management practices. Ericson's study unearths a long-neglected history, connecting slavery-influenced policy areas more explicitly to early American state development and more fully accounting for the money and manpower the federal government devoted to those areas. Rich in historical detail, it marks a significant contribution to our understanding of state development and the impact of slavery on early American politics.
