States, corporations, and other actors worldwide have committed to measures aimed at bringing down global emissions to net zero by the year 2060 or earlier. While the need for a clean energy transition is clear, incoherently designed transition programs can pose complex environmental, social, and governance risks, including legal liability and protracted disputes. At the same time, the rush for minerals needed to manufacture clean energy technologies raises fundamental questions–most crucially, how to ensure the exploration and development of energy transition minerals in a manner that does not exacerbate resource conflicts, resource nationalism, human rights violations, protectionism, energy insecurity, social exclusions, and inequity, especially in conflict-affected and high-risk regions. Violent conflicts today are complex and increasinglyprotracted, involving more nonstate groups and regionaland international actors. It is estimated that by 2030—thehorizon set by the international community for achievingthe Sustainable Development Goals—more than half ofthe world’s poor will be living in countries affected byhigh levels of violence. Information and communicationtechnology, population movements, and climate changeare also creating shared risks that must be managed atboth national and international levels.Pathways for Peace is a joint United Nations–WorldBank Group study that originates from the convictionthat the international community’s attention musturgently be refocused on prevention. A scaled-upsystem for preventive action would save betweenUS$5 billion and US$70 billion per year, which couldbe reinvested in reducing poverty and improving thewell-being of populations.The study aims to improve the way in which domesticdevelopment processes interact with security, diplomacy,mediation, and other efforts to prevent conflictsfrom becoming violent. It stresses the importance ofgrievances related to exclusion—from access to power,natural resources, security and justice, for example—thatare at the root of many violent conflicts today.Based on a review of cases in which prevention hasbeen successful, the study makes recommendations forcountries facing emerging risks of violent conflict aswell as for the international community. Developmentpolicies and programs must be a core part of preventiveefforts; when risks are high or building up, inclusivesolutions through dialogue, adapted macroeconomicpolicies, institutional reform, and redistributive policiesare required. Inclusion is key, and preventive actionneeds to adopt a more people-centered approach thatincludes mainstreaming citizen engagement. Enhancingthe participation of women and youth in decisionmaking is fundamental to sustaining peace, as well aslong-term policies to address the aspirations of womenand young people.

"This volume analyzes the impediments that local conditions pose to successful outcomes of nation-building interventions in conflict-affected areas. Previous RAND studies of nation-building focused on external interveners' activities. This volume shifts the focus to internal circumstances, first identifying the conditions that gave rise to conflicts or threatened to perpetuate them, and then determining how external and local actors were able to modify or work around them to promote enduring peace. It examines in depth six varied societies: Cambodia, El Salvador, Bosnia and Herzegovina, East Timor, Sierra Leone, and the Democratic Republic of the Congo. It then analyzes a larger set of 20 major post-Cold War nation-building interventions. The authors assess the risk of renewed conflict at the onset of the interventions and subsequent progress along five dimensions: security, democratization, government effectiveness, economic growth, and human development. They find that transformation of many of the specific conditions that gave rise to or fueled conflict often is not feasible in the time frame of nation-building operations but that such transformation has not proven essential to achieving the primary goal of nation-building -- establishing peace. Most interventions in the past 25 years have led to enduring peace, as well as some degree of improvement in the other dimensions assessed. The findings suggest the importance of setting realistic expectations -- neither expecting nation-building operations to quickly lift countries out of poverty and create liberal democracies, nor being swayed by a negative stereotype of nation-building that does not recognize its signal achievements in the great majority of cases."--Page 4 of cover.
