This report outlines the progress made in 2016 in the deployment of renewable energy sources (RES) in the European Union (EU) as a whole, and at country, market sector and technology level. It also provides early European Environment Agency (EEA) estimates for these developments in 2017. The report confirms that the EU's RES share remained in line with the indicative trajectory designed to lead to achieving the mandatory EU RES targets for 2020: a 20 % RES share of energy consumption and the 10 % RES sub-target for transport. However, to meet these targets with certainty will require further efforts to deploy renewable sources of energy across the EU, especially in the context of recent increases in final energy consumption in some EU Member States. The report also shows that the additional consumption of RES across Europe since 2005 has had a number of co-benefits: it allowed the EU to cut its demand for fossil fuels and their associated greenhouse gas (GHG) emissions by about one tenth, compared with a situation in which renewables would have remained at 2005 levels. Taking a global perspective, the speed at which the EU has transformed its energy resource base between 2005 and 2016 has outpaced that of other world regions. However, while the EU is still the worldwide leader in terms of renewable power capacity per capita, it is now being surpassed by other world regions in terms of RES deployment.

For more than two decades, the European Union (EU) has been at the forefront of global renewable energy deployment. The adoption of long-term targets and supporting policy measures has resulted in strong growth in renewable energy consumption across the region, from a 9% share in 2005 to 16.7% in 2015. Currently, the EU is on track to meet its 20% target established for 2020. In October 2014, the European Council agreed on a new set of energy and climate targets for the period up to 2030 (European Council, 2014), including a minimum target of 27% for the share of renewable energy consumed in the EU. This agreement was followed by the Energy Union framework strategy of February 2015, which aims to make the EU “the world leader in renewable energy” (European Commission, 2015a). The European Union ratified the Paris Agreement, which established the goal to limit the rise in global temperatures this century to “well below 2°C” compared to pre-industrial levels. In practice, this entails reducing global carbon emissions from energy use to zero by 2060 and maintaining that level until the end of the century. [...] For the crucial 2020–2030 period, the European Commission tabled the “Clean Energy for All Europeans” package in November 2016. The package proposes a regulatory framework to support renewable energy deployment (European Commission, 2016a). The International Renewable Energy Agency (IRENA), at the Commission’s request, has carried out an assessment of the renewable energy prospects of the European Union to 2030 to support discussion on this proposal. The study, conducted in close collaboration with the Commission, also forms part of REmap – IRENAs’ renewable energy roadmap.The resulting REmap EU study aims to identify cost-effective renewable energy options across all Member States, sectors, and technologies, in order to meet – and potentially exceed – the proposed 27% renewables target for 2030.

The development of renewable energy sources (RES) is a priority for the European Union. One of the goals of the EU Energy Union strategy is making the EU the world leader in renewable energies. The Renewable Energy Directive sets national targets for all Member States, which remain free to decide how they support RES within the EU energy market rules. The Commission plans to revise the Renewable Energy Directive and other RES-related legislation in 2016. Renewables have a growing share in energy consumption in the EU. However, RES investments in Europe have fallen in recent years due to regulatory changes, economic slowdown and falling technology costs. The development of RES poses a number of technical and regulatory challenges, notably their integration into electricity grids and the sustainability of biofuels, and requires a market design that encourages investment while keeping costs under control. The European Parliament supports the growth of RES in the EU and has called for more ambitious targets. Parliament's Committee on Industry, Research and Energy is currently working on own-initiative reports on energy market design and on the renewable energy progress report.
