Since the beginnings of the Afghan refugee crisis, aid agencies have provided consistent and substantial relief to Afghan refugees in Pakistan and Iran. However, the response was framed by the assumption that mostly short-term humanitarian aid is re-quired because refugees will return to Afghanistan once the conflict ends. This report challenges the "conflict-refugee" concept by focusing on refugee agency in the face of human insecurity and the complexity of Afghan population movements, which include transnational networks, mixed migration, and hybrid identities. The discussion concentrates on the period from 2002 to 2005, when UNHCR facilitated sizable surges of voluntary returns while the Afghan state was still in the initial reconstruction phase. Regardless of UNHCR's repatriation program, the refugee crisis persisted as a significant number of repatriates decided to return to Pakistan and Iran or cross the border repeatedly. To explain the causes and consequences of this phenomenon of refugee backflows, I offer the following argument: The backflow of repatriated refu-gees consisted of both voluntary and forced migrants. Voluntary migrants continued ex-isting practices of circular migration to pursue their preferred livelihood strategies. Forced migrants, however, responded to human insecurity in Afghanistan with migratory coping strategies as their only available form of agency. This distinction has several implications for future reconstruction and repatriation efforts: On the one hand, reconstruction plans should integrate the potential constructive effects of voluntary migration. These effects include remittances, the transfer of human capital, as well as the reduction of pressures on the labor market, infrastructures and so-cial services in the transitional state. On the other hand, UNHCR should only facilitate repatriation once a minimum level of human security on all levels is guaranteed to ensure safe and dignified returns and prevent continued forced migration.

At the start of the 1990s, there was great optimism that the end of the Cold War might also mean the end of the "refugee cycle" - both a breaking of the cycle of violence, persecution and flight, and the completion of the cycle for those able to return to their homes. The 1990s, it was hoped, would become the "decade of repatriation." However, although over nine million refugees were repatriated worldwide between 1991 and 1995, there are reasons to believe that it will not necessarily be a durable solution for refugees. It certainly has become clear that "the end of the refugee cycle" has been much more complex, and ultimately more elusive, than expected. The changing constructions and realities of refugee repatriation provide the backdrop for this book which presents new empirical research on examples of refugee repatriation and reconstruction. Apart from providing up-to-date material, it also fills a more fundamental gap in the literature which has tended to be based on pedagogical reasoning rather than actual field research. Adopting a global perspective, this volume draws together conclusions from highly varied experiences of refugee repatriation and defines repatriation and reconstruction as part of a wider and interrelated refugee cycle of displacement, exile and return. The contributions come from authors with a wealth of relevant practical and academic experience, spanning the continents of Africa, Asia, Central America, and Europe.

In the 1990s, Yugoslavia, which had once been a role model for development, became a symbol for state collapse, external intervention and post-war reconstruction. Today the region has two international protectorates, contested states and borders, severe ethnic polarization and minority concerns. In this first in-depth critical analysis of international administration, aid and reconstruction policies in Kosovo, Jens Stilhoff Sörensen argues that the region must be analyzed as a whole, and that the process of state collapse and recent changes in aid policy must be interpreted in connection to the wider transformation of the global political economy and world order. He examines the shifting inter- and intracommunity relations, the emergence of a "political economy" of conflict, and of informal clientelist arrangements in Serbia and Kosovo and provides a framework for interpreting the collapse of the Yugoslav state, the emergence of ethnic conflict and shadow economies, and the character of western aid and intervention. Western governments and agencies have built policies on conceptions and assumptions for which there is no genuine historical or contemporary economic, social or political basis in the region. As the author persuasively argues, this discrepancy has exacerbated and cemented problems in the region and provided further complications that are likely to remain for years to come.

Voluntary repatriation is now the predominant solution to refugee crises, yet the responsibilities states of origin bear towards their repatriating citizens are under-examined. Through a combination of legal and moral analysis, and case studies of the troubled repatriation movements to Guatemala, Bosnia and Mozambique, Megan Bradley develops and refines an original account of the minimum conditions of a 'just return' process. The goal of a just return process must be to recast a new relationship of rights and duties between the state and its returning citizens, and the conditions of just return match the core duties states should provide for all their citizens: equal, effective protection for security and basic human rights, including accountability for violations of these rights. This volume evaluates the ways in which different forms of redress such as restitution and compensation may help enable just returns, and traces the emergence and evolution of international norms on redress for refugees.

None of the authors have that depth of scepticism about knowledge claims, but they are all concerned that the terms of reference of Cold War enquiry have been inappropriately bounded.
