Constitutional reform has been one of the most significant aspects of democratization in late twentieth century Latin America. In The Friendly Liquidation of the Past—one of the first texts to examine this issue comprehensively —Van Cott focuses on the efforts of Bolivia and Colombia to incorporate ethnic rights into their fragile democracies. In the1990s, political leaders and social movements in Bolivia and Colombia expressed dissatisfaction with the quality of democracy--its exclusionary nature, the distance and illegitimacy of the state, and the empty promise of citizenship. The highly symbolic act of constitution making elevated a public struggle for rights to the level of a discussion on the meaning of democracy and the nature of the state. Based on interviews with more than 100 participants in the reforms, Van Cott demonstrates how issues promoted by social movements—recognizing ethnic diversity, expanding political participation and improving representation, and creating spheres of cultural and territorial autonomy—were placed on the constitutional reform agenda and transformed through strategic interaction with political power-brokers into the nation’s highest law. The analysis follows each reform through five years of implementation to assess the early results of what Van Cott suggests is an emerging regional model of multicultural constitutionalism. The Friendly Liquidation of the Past fills an important gap in the study of ethnic politics and constitutional reform in the Andes, linking the literature on institutions and political reform to work in political theory on participatory democracy and multiculturalism.

The Neo-Indians is a rich ethnographic study of the emergence of the neo-Indian movement—a new form of Indian identity based on largely reinvented pre-colonial cultures and comprising a diverse group of people attempting to re-create purified pre-colonial indigenous beliefs and ritual practices without the contaminating influences of modern society. There is no full-time neo-Indian. Both indigenous and non-indigenous practitioners assume Indian identities only when deemed spiritually significant. In their daily lives, they are average members of modern society, dressing in Western clothing, working at middle-class jobs, and retaining their traditional religious identities. As a result of this part-time status the neo-Indians are often overlooked as a subject of study, making this book the first anthropological analysis of the movement. Galinier and Molinié present and analyze four decades of ethnographic research focusing on Mexico and Peru, the two major areas of the movement’s genesis. They examine the use of public space, describe the neo-Indian ceremonies, provide analysis of the ceremonies’ symbolism, and explore the close relationship between the neo-Indian religion and tourism. The Indian question has come to the forefront of political agendas in contemporary Latin America. In the process, indigenous movements have emerged as important social actors, raising a variety of demands on behalf of native peoples. Regardless of the situation of Indian groups as small minorities or significant sectors, many Latin American states have been forced to consider whether they should have the same status as all citizens or whether they should be granted special citizenship rights as Indians. This book examines the struggle for indigenous rights in eight Latin American countries. Initial studies of indigenous movements celebrated the return of the Indians as relevant political actors, often approaching their struggles as expressions of a common, generic agenda. This collection moves the debate forward by acknowledging the extraordinary diversity among the movements composition, goals, and strategies. By focusing on the factors that shape this diversity, the authors offer a basis for understanding the specificities of converging and diverging patterns across different countries. The case studies examine the ways in which the Indian question arises in each country, with reference to the protagonism of indigenous movements in the context of the threats and opportunities posed by neoliberal policies. The complexities posed by the varying demographic weight of indigenous populations, the interrelation of class and ethnicity, and the interplay between indigenous and popular struggles are discussed.
