The Common Oceans ABNJ Deep Seas Project is funded by the Global Environment Fund and implemented by FAO and the UN Environment Programme. The partnership brings together a broad range of partners, including regional fisheries bodies responsible for the management of deep-sea fisheries, fishing industry partners, and international organizations to achieve sustainable fisheries management and biodiversity conservation of deep-sea living resources in the ABNJ. To showcase existing knowledge, practices and innovative research for sustainable deep-sea fisheries management and biodiversity conservation in the ABNJ, the Food and Agriculture Organization of the United Nations (FAO), in collaboration with UN Environment World Conservation Monitoring Centre (UNEP-WCMC) and the SponGES Project consortium, organized a meeting – the ABNJ Deep Sea Meeting 2019 – that took place on 7-9 May 2019, at FAO Headquarters in Rome, Italy. Over 40 participants, including representatives from partner organizations and other stakeholders from multiple sectors within the ABNJ, attended the three-day meeting. While significant progress has been made in the management of deep-sea fisheries and in the protection of vulnerable marine ecosystems, the ABNJ still faces threats from climate change, ocean acidification, biodiversity loss, and pollution. Building on the achievements of the Common Oceans ABNJ Deep Sea Projects and the SponGES Project, the participants were invited to give presentations on key topics and discuss emerging issues concerning ABNJ governance and deep-sea research, monitoring and management.

The validation workshop of the areas beyond national jurisdiction (ABNJ) Deep-Sea Fisheries under the Ecosystem Approach Project, was held virtually in two sessions on 7 and 8 September 2021. The workshop was attended by representatives and potential project partners, including seven Regional Fisheries Management Organizations (RFMOs), three industry organizations, and the Global Environment Facility (GEF) Secretariat. The primary objective of the validation workshop was to update the participants on the development of the project to date, to outline the next steps in the project development process, and to validate the project’s outcomes, outputs and activities.

The legal regime of marine areas beyond national jurisdiction (ABNJ) has received much attention in the last decades. The marine areas beyond national jurisdiction (ABNJ) comprises 40 percent of the earth’s surface, it covers 64 percent of the surface of the ocean and 95 percent of its volume. The Common Oceans ABNJ Program (2014-2019) was implemented by FAO as a concerted effort to bring various stakeholders to work together to manage and conserve the world’s common oceans. The ABNJ Deep-Sea project, one component of the Common Oceans ABNJ Program, was of great assistance to newly-formed regional fisheries management organization and arrangements (RFMO/As), as well as some long-standing regional fisheries. The project showed positive results in safeguarding vulnerable marine ecosystems, strengthening monitoring, control and surveillance to combat illegal, unreported and unregulated fishing, mitigating bycatch mortality trends, and building awareness of cross-sectoral aspects in effective governance of ABNJ. Through its cooperation with RFMOs, the project has, to some extent, contributed to minimize the negative impacts of bycatch. Results achieved should be capitalized on and upscaled in a second phase.

However, the Program lacked a proper programmatic approach and missed opportunities to foster synergies among projects and capitalize on knowledge management.

The ABNJ Tuna project, one component of the Common Oceans ABNJ Programme, promoted important transformational changes in the management practices of tuna fisheries, improving their sustainability, strengthening Marine Stewardship Council capabilities of tuna regional fisheries management organizations (t-RFMOs) and their members, and significantly reducing their impact on biodiversity. The project generated knowledge but lacked a structured mechanism and strategy to harvest and disseminate it. Similarly to the programme level evaluation report, the programmatic approach component, the partnership framework, as well as how to foster synergies among projects and capitalization of knowledge management should be strengthened.

This document is the final report of the eighth session of the Scientific Sub-Committee of the Fishery Committee for the Eastern Central Atlantic (CECAF), which was held in Abidjan, Côte d’Ivoire from 23 to 26 October 2018. The SSC was immediately preceeded by a one-day meeting, on 22 October, on the EAF-Nansen Programme and upcoming survey related activities in the CECAF region. Major topics discussed were: (i) the reports of the assessment Working Groups on small pelagics and demersal species, as presented by the subgroups, and the report of the artisanal fisheries Working Group; (ii) fishery management advice in the CECAF region; (iii) reporting on the state of resources for the CECAF area and considerations for a revised advice framework; (iv) overview and coordination of ongoing research activities; (v) CECAF-FIRMS fisheries inventories; (vi) overview of CECAF statistics; (vii) deep-sea fisheries and vulnerable marine ecosystems; (viii) report of work of other projects/programmes in the CECAF region, report of work of research institutions or scientific groups in CECAF member countries; and (ix) future programme of work in the region. Le présent document constitue le rapport final de la huitième session du sous-comité scientifique du Comité des pêches pour l'Atlantique Centre-Est (COPACE), qui s'est tenue à Abidjan, en Côte d'Ivoire, du 23 au 26 octobre 2018. La session a été précédée d’une réunion d’une journée, le 22 octobre, sur le programme EAF-Nansen et les activités relatives aux enquêtes à venir dans la région du COPACE. The project supported participation and knowledge sharing amongst decision makers in cross-sectoral governance of ABNJ. Limitations to the project design, budget and accountability should be addressed to foster corrective action for phase two of the ABNJ Program.
