This book presents a comprehensive analysis of regional integration in East Africa in the last century, reflecting the general trends of integration processes in the East Africa sub-region with a focus on the East African Community. Particular attention is paid to the cyclicality of integration dynamics, as well as the analysis of the interconnection and competition between different regional organizations in East Africa. In this context, the specificity of the so-called overlapping membership of African states in regional organizations with similar roles but conflicting treaties and mandates is explored. This situation to a certain extent affects the relations of states in the region with external actors specifically trade negotiations with EU that the book comprehensively analyses. This book therefore offers a deeper understanding of the processes of regional integration in East Africa that had been missed before, which reflects the general integration dynamics on the African continent.

In 1997, Uganda undertook extensive reforms in tax legislation. This had been preceded by the structural reforms in tax administration that saw the creation of the Uganda Revenue Authority in 1991. The aim of the far reaching reforms was to improve the tax system and increase its revenue productivity. This book demonstrates that the reforms were not as successful as anticipated and revenues have not improved in a sustained way. The revenue from direct taxes only contributes about 20% to the total revenue, well below the Sub-Saharan average of 40%. This has focused attention on the appropriateness of the reforms. The focus of the reforms on achieving efficiency did not sufficiently take into account the fundamental importance of equity within the system. As a result, the Income Tax Act 1997 embodies distortions and inequalities in the treatment of taxable income and taxpayers that have led to inefficiency in the system as a whole. The tax reforms also took a narrow technical view of the tax system. The book employs political economy and optimal theory to explain the weaknesses in the tax system. It is argued that the reforms, although well designed, were not likely to be successful given the timing and context of implementation. The multidisciplinary and functionalist approach of the book is helpful in highlighting the constraints in which tax design and tax reform is undertaken in Uganda. It is argued that the reforms we “blunted” by the manner of their formulation and context of implementation. Taxation is a socio-political issue and yet the IMF and World Bank which supported the reforms did not take into account the limited political will. The lack of consensus in policy formulation has weakened the socio-contract and allowed the government to blame external factors for the poor performance. The weaknesses in governance and corruption have had an impact on the tax system by encouraging tax avoidance and evasion among political elites as well as on activities in the informal sector.

This book examines how Great Britain, as a colonial power in Africa, organized and exercised control at the international and domestic level to advance British interests in Uganda and beyond. While this book is by no means an exhaustive study of the various modes of control that took hold in Uganda since its inception as a territorial state up to the period of juridical independence, it is hoped that its historiographical contributions to the post-colonial dispensation of Uganda will be threefold. First, it systematically sheds light on the combined influence of racist ideology, class, and politics in perpetuating informal imperial control in Uganda. Second, it demonstrates that consolidating informal imperial control has required externalizing the legitimacy of the Ugandan state. This suggests that African leaders not supported by external powers may be externally delegitimized and their position made untenable. Third, it demonstrates that the informal control imposed upon Africans by external powers, by removing incentives for internal legitimacy, encouraged violations of human rights as African leaders did not need to obtain the consent of their own people in order to remain in power. Furthermore, it advances the argument that democracy, the rule of law and the protection of human rights can be achieved in Africa if leaders enjoy internal legitimacy derived from the people. The various modes of control imposed by former masters over colonial and post-colonial states were not meant to protect African, but imperial interests.

This book focuses on the late colonial history of Zambia and Malawi, which between 1953 and 1963 were part of the Federation of Rhodesia and Nyasaland. Although there were many links in their history and between their populations, the two territories (British protectorates under Colonial Office control) contrasted greatly in power structures, in their economies, and in their development. Europeans living in Northern Rhodesia, with a power base in the mining economy, were able to establish a dominant position in the territory after the Second World War. By the 1950s it looked as though they would have, with Southern Rhodesian Europeans, a long hegemony, gaining independence from Britain as a new Dominion, which would mean control over both Northern Rhodesia and Nyasaland through the Federation. Thus, white ethnicity and ideology are essential factors in this book relating to the struggle for power from just before the Second World War up to the 1960s. However, crises in 1959 and 1960 led to the collapse of the Federation. A second focus is on issues of social and economic development. For Africans in Nyasaland, and in rural parts of Northern Rhodesia, there was a relatively weak economy in this period, a pattern of limited cash crop production, while many people became caught up in labour migration, subordinate to powerful European-dominated economic forces within southern Africa. This meant that colonial policies aimed at rural development were fundamentally flawed. The book also looks at the actual nature of rural economic change (as opposed to colonial policies) and discusses alternative visions of the future which were put forward. The argument is put that historians have often concentrated on the activities of the main nationalist movements in Nyasaland and Northern Rhodesia, seeing them as bringing progress away from colonialism and towards independence. Here there is an attempt to draw out the complexities of life, and a variety of responses in the colonial situation, progress coming in a number of forms, but not always being achieved.
