The past decade has demonstrated the utility of SESTAT, but the SESTAT design shows some deficiencies with respect to response rates, coverage of populations of interest, and its ability to support some useful analyses. To tackle those deficiencies, NSF has proposed three possible design options for improving the database and asked the National Research Council's Committee on National Statistics (CNSTAT) to form the Committee to Review the 2000 Decade Design of the SESTAT. This is the report of that committee. It presents our understanding of the purposes and characteristics of the SESTAT, applies the criteria we believe are important for assessing design options for the database, provides our recommendation for the best approach to adopt in the 2000 decade, and offers our encouragement to NSF to pursue opportunities to improve the understanding of the numbers and characteristics of scientists and engineers in the United States.

In this report the Public Administration Select Committee (PASC) concludes that, despite the positive steps implemented by the Statistics and Registration Service Act 2007 (the Act), there remain issues and concerns about the way government statistics are produced and disseminated which remain a genuine risk to public confidence in the statistical system and must be addressed. The Act was intended to ensure that statistics are produced to the highest professional standards and that effective governance structures are in place to protect transparency and accountability and the Committee found the Act had helped to improve the operation of the statistical system. However, the Act needs to have greater clarity and transparency in the way it operates and in the functioning of the UK Statistics Authority (the Statistics Authority). Those who regulate the quality of National Statistics are in the same organisation as those officials who produce data: the two groups should have a clear separation in practice, but this is hard to demonstrate when they work in the same building and share support services. It is also not appropriate that ministers should have lengthy prior access to certain statistics but other interested parties do not. The Statistics Authority does not seem to have sufficient control over the quality and integrity of the different data sets and statistical products produced by departments and their agencies. Planning and improving data access both within Government and for users outside Government should be given greater attention by the Statistics Authority, as well as by Government departments.

This report presents results of a project to produce a set of strategies to ensure the compatibility of Australian state and territory information systems with the requirements of the National Management Information and Statistics System (NATMISS) and the Australian Vocational Education and Training Management Information Statistical Standard (AVETMISS). Section 2 describes project methodology. Section 3 on State and Territory Training Authority (STA) statistical systems describes their functions, STA computer systems and specifications, current and planned development work, and links with Technical and Further Education (TAFE). Section 4 focuses on the relationship between STA statistical systems and AVETMISS. It considers the impact of AVETMISS on the data level, mode of data dissemination, data quality, and national classifications; it also discusses development of the contract of training portion of the NATMISS Business Model and compares the existing data elements in the STA statistical systems with the AVETMISS attributes relevant to the contract of training area. Subsections provide comparative analyses of the AVETMISS with the data elements contained in the statistical systems in each state and territory. Section 5 presents National Classifications for the Contract of Training area in terms of two attributes: contract status and employer type. Section 6 focuses on differences in the statistical reporting by the STAs. Section 7 identifies issues in terms of gathering information for a national collection from organizations outside of the TAFE sector.
