Budgets of governments and private insurances are limited. Not all drugs and services that appear beneficial to patients or physicians can be covered. Is there a core set of benefits that everyone should be entitled to? If so, how should this set be determined? Are fair decisions just impossible, if we know from the outset than not all needs can be met? While early work in bioethics has focused on clinical issues and a narrow set of principles, in recent years there has been a marked shift towards addressing broader population-level issues, requiring consideration of more demanding theories in philosophy, political science, and economics. At the heart of bioethics' new orientation is the goal of clarity on a complex set of questions in rationing and resource allocation. Rationing and Resource Allocation in Healthcare: Essential Readings provides key excerpts from seminal and pertinent texts and case studies about these topics, contextualized by original introductions. The volume is divided into three broad sections: Conceptual Distinctions and Ethical Theory; Rationing; and Resource Allocation. Containing the most important and classic articles surrounding the theoretical and practical issues related to rationing and how to allocate scare medical resources, this collection aims to assist and inform those who wish to be a part of bioethics' 21st century shift including practitioners and policy-makers, and students and scholars in the health sciences, philosophy, law, and medical ethics.

Geopolitics written by Bert Chapman and has been published by Bloomsbury Publishing USA this book supported file pdf, txt, epub, kindle and other format this book has been release on 2011-04-07 with Political Science categories.

This concise introduction to the growth and evolution of geopolitics as a discipline includes biographical information on its leading historical and contemporary practitioners and detailed analysis of its literature. An important book on a topic that has been neglected for too long, Geopolitics: A Guide to the Issues will provide readers with an enhanced understanding of how geography influences personal, national, and international economics, politics, and security. The work begins with the history of geopolitics from the late 19th century to the present, then discusses the intellectual renaissance the discipline is experiencing today due to the prevalence of international security threats involving territorial, airborne, space-based, and waterborne possession and acquisition. The book emphasizes current and emerging international geopolitical trends, examining how the U.S. and other countries, including Australia, Brazil, China, India, and Russia, are integrating geopolitics into national security planning. It profiles international geopolitical scholars and their work, and it analyzes emerging academic, military, and governmental literature, including "gray" literature and social networking technologies, such as blogs and Twitter.

The U.S. government supports programs to combat global HIV/AIDS through an initiative that is known as the President's Emergency Plan for AIDS Relief (PEPFAR). This initiative was originally authorized in the U.S. Leadership Against HIV/AIDS, Tuberculosis, and Malaria Act of 2003 and focused on an emergency response to the HIV/AIDS pandemic to deliver lifesaving care and treatment in low- and middle-income countries (LMICs) with the highest burdens of disease. It was subsequently reauthorized in the Tom Lantos and Henry J. Hyde U.S. Global Leadership Against HIV/AIDS, Tuberculosis, and Malaria Reauthorization Act of 2008 (the Lantos-Hyde Act). Evaluation of PEPFAR makes recommendations for improving the U.S. government's bilateral programs as part of the U.S. response to global HIV/AIDS. The overall aim of this evaluation is a forward-looking approach to track and anticipate the evolution of the U.S. response to global HIV to be positioned to inform the ability of the U.S. government to address key issues under consideration at the time of the report release.

Named a 2013 Doody's Core Title! "With great timing, the editors of Rights-Based Approaches to Public Health offer a targeted and innovative strategy to combat global health problems. Balanced, comprehensive, and steeped in the historical traditions of human rights, the book persuasively moves the reader from abstract conceptions of inalienable human rights to evidence-based, pragmatic solutions that highlight the systematic integration of human rights principles in human development work."--PsycCRITIQUES "The human rights framework as eloquently described in this book offers a new way for us to think about how we approach our work: from deciding when and how to intervene, to how we plan, the goals we establish, and the metrics we use to gauge the success of our efforts. Public health instructors will find many of the chapters useful for illustrating, in very concrete ways, the link between human rights and public health, providing students (and practitioners) with a new framework for analyzing public health topics and for designing and evaluating interventions. Ultimately, civil rights and civil liberties are only of value when exercised. This book will contribute to the advance of human rights by leading increasing numbers of public health practitioners to advocate for, and promote, their realization."Score: 95, 4 stars --Doody's Medical Reviews "Rights Based Approaches to Public Health provides a new perspective on addressing public health problems. It is an evidence based and cutting edge approach that provides important insights into solving ethical dilemmas. It is essential reading for anyone interested in ensuring health equity and justice." Georges C. Benjamin, MD, FACP, FACEP Executive Director of the American Public Health Association "At root, those working in health and human rights are both animated by a similar concern: the well-being of individuals and populations. The book will be an invaluable asset to both communities as they work to achieve their common goal." From the foreword by Paul Hunt UN Special Rapporteur on the Rights to the Highest Attainable Standard of Health (2002-2008) Rights-Based Approaches to Public Health presents a variety of public health professionals who utilize rights-based approaches in their work, the challenges they face, and the lessons they have learned. This expansive volume includes rights-based approaches with a variety of populations and across international settings. It explores environmental issues such as the right to clean air, water, and food. It examines the rights of the vulnerable, including women and children. It also includes work in difficult locations, such as prisons, high-conflict areas, and New Orleans post-Katrina. The useful tools and diverse case studies in this text provide the best models available for those interested in implementing or furthering a rights-based agenda. Key Features: Contains an overview of the key international documents regarding the right to health Provides an exploration of the efficacy of rights-based approaches to health Covers professional and ethical issues in rights-based approaches Presents systemic and policy implications, including a rights-based approach to health care reform Includes global case studies from a wide variety of noted organizations and practitioners
