In the terms of reference, the Under Secretary of Defense for Acquisition, Technology, and Logistics directed the task force "to conduct a comprehensive study of the ends and means of precision compellence, or the nuanced use of force, in concert with coalition partners, to achieve political, economic and moral change in countries affecting US interests." Real-world events have since underscored the need for such a study; indeed, the U.S. military applied key elements of a measured, nuanced approach in both the Afghanistan and Iraq campaigns. We are pleased to note this evolution in operations and a parallel evolution in the thinking of the combatant commands and Services. Because of this evolution, it is no longer as necessary as it once was to sell the fundamental objectives of what we term here the discriminate use of force (DUF). The notion of using military force in discriminate fashion goes back at least to the teachings of Sun Tzu. In the past, however, the military tools available to political and military leaders rarely supported such an approach. As recent events have shown, this situation is changing. New precision and non-lethal weapons and emerging capabilities such as information dominance now enable the discriminate use of force. These emerging capabilities exist within a political context that requires the use of discriminate force. Moreover, destructive power alone is not sufficient to reach many U.S. goals, and it must be properly applied. Efficiency is one motivation. More significant is the need for discriminate use, particularly when multiple strategic and operational objectives are in tension.

This book analyses the American way of war within the context of Clausewitzian theory. In doing so, it draws conclusions about the origins, viability, and technical feasibility of America’s current strategic approach. The author argues that the situation in which America has found itself in Iraq is the direct result of a culturally predisposed inclination to substitute technology for strategy. This habit manifests most extremely in the form of the Network-Centric Warfare/Effects-Based Operations (NCW/EBO) construct, which by and large has failed to deliver on its many promises. This book argues that the fundamental problem with the NCW/EBO – and with US defence transformation, generally – is that it centres on technology at the expense of other dynamics, notably the human one. Taking a fresh perspective on US strategic cultural predispositions in an era of persistent military conflict, the author argues for the necessity of America’s revising its strategic paradigm in favour of a more holistic brand of strategy. The Defense Science Board Task Force was formed to address questions related to the development of X-band, active electronically steered arrays (AESAs) for airborne platforms. Areas focused on were advanced radar capabilities for ground targets and air targets. The airborne radar inventory can be divided into three broad categories: (1) Air target surveillance and cueing radars mounted in rotodomes (e.g., AWACS, E-2O). (2) Nose-mounted fighter radars for air and ground targets (e.g., F-i 5, F-i 6, F-22, JSF). (3) Side-looking radars for ground reconnaissance, surveillance, and cueing (e.g., U-2, JSTARS, Global Hawk). Categories (2) and (3) are dominated by X-band radars; the insertion of AESA technology into category (3) was the primary subject for this task force.

Some pundits claim cyber weaponry is the most important military innovation in decades, a transformative new technology that promises a paralyzing first-strike advantage difficult for opponents to deter. Yet, what is cyber strategy? How do actors use cyber capabilities to achieve a position of advantage against rival states? This book examines the emerging art of cyber strategy and its integration as part of a larger approach to coercion by states in the international system between 2000 and 2014. To this end, the book establishes a theoretical framework in the coercion literature for evaluating the efficacy of cyber operations. Cyber coercion represents the use of manipulation, denial, and punishment strategies in the digital frontier to achieve some strategic end. As a contemporary form of covert action and political warfare, cyber operations rarely produce concessions and tend to achieve only limited, signaling objectives. When cyber operations do produce concessions between rival states, they tend to be part of a larger integrated coercive strategy that combines network intrusions with other traditional forms of statecraft such as military threats, economic sanctions, and diplomacy. The books finds that cyber operations rarely produce concessions in isolation. They are additive instruments that complement traditional statecraft and coercive diplomacy. The book combines an analysis of cyber exchanges between rival states and broader event data on political, military, and economic interactions with case studies on the leading cyber powers: Russia, China, and the United States. The authors investigate cyber strategies in their integrated and isolated contexts, demonstrating that they are useful for maximizing informational asymmetries and disruptions, and thus are important, but limited coercive tools. This empirical foundation allows the authors to explore how leading actors employ cyber strategy and the implications for international relations in the 21st century. While most military plans involving cyber attributes remain highly classified, the authors piece together strategies based on observations of attacks over time and through the policy discussion in unclassified space. The result will be the first broad evaluation of the efficacy of various strategic options in a digital world.
