Pay Commissions Of India written by M. M. Sury and has been published by this book supported file pdf, txt, epub, kindle and other format this book has been release on 2016 with India categories.

The Government of India constitutes, as a matter of convention, a pay commission after almost every 10 years to review and make recommendations on the wage structure of Central Government civilian and armed forces employees and pensioners. A pay commission, depending on the terms of reference, examines various aspects - such as pay and allowances, retirement and death benefits, conditions of service, promotion policy and such other related matters - of the wage structure of employees and submits its recommendations to the Government. The Government, in turn, takes the final decision as to the implementation of the recommendations, which may be full or partial or amended or modified. The chairman and members of the pay commission are nominated by the Government. A pay commission is not a constitutional body and therefore the Central Government has a lot of leeway about which part of the report to adopt and in what timeframe. Since India's Independence, 7 pay commissions have been set up, from time to time, to review and recommend wage structure for Central Government employees. Usually a pay commission is given 18 months time to submit its report. A pay commission, before recommending the pay structure, analyzes voluminous data relating, inter alia, to the general economic conditions in the country, financial resources of the government, strength of the work force, and pay structure in public sector and private sector undertakings. Clearly, review and determination of the pay structure of Central Government employees and pensioners is a stupendous and complicated task. Reports of pay commissions provide glimpses of the events, challenges and perceptions of labour leaders and policy makers during the post-Independence period. The present work provides highlights and summary of recommendations of each of the 7 pay commissions which have reported so far. The work is divided into two parts. Part I deals with the Reports of First to Sixth Pay Commission. Part II is exclusively devoted to the Report of the Seventh Central Pay Commission which was submitted to the Government on November 19, 2015. [Subject: ?South Asian Studies, Economics, Politics

India S Defence Economy written by Laxman Kumar Behera and has been published by Taylor & Francis this book supported file pdf, txt, epub, kindle and other format this book has been release on 2020-10-29 with Political Science categories.

As the fourth largest military spender in the world, India has a huge defence economy supported by a budget amounting to nearly $67 billion in 2020–21. This book examines how well India’s defence economy is managed, through a detailed statistical exposition of five key themes – defence planning, expenditure, arms production, procurement and offsets. This book is based on hard-core evidence collected from multiple government and other credible sources including the ministries of Defence, Finance, and Commerce and Industry, Comptroller and Auditor General of India and the Reserve Bank of India. It discusses key issues such as the evolution of India’s defence plan; the feasibility of increasing defence spending; India’s defence acquisition system; and the recent reform measures taken under the rubric of the ‘Make in India’ initiative. Well supplemented with original tables and figures, India’s Defence Economy will be indispensable to students and researchers of defence and security studies, politics and international relations, finance, development studies, economics, strategic studies, South Asian politics, foreign policy and peace studies. It will also be of interest to defence ministry officials, senior armed forces personnel, military attachés, defence training institutes and strategic think tanks.

Recasting Public Administration In India written by Kuldeep Mathur and has been published by Oxford University Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2018-11-26 with Political Science categories.

Ever since a democratic system of government was adopted and a strategy of planned economic development was launched in India, the planners were quite conscious of the need for an administrative system different from the colonial one to implement the planned objective of development. Kuldeep Mathur, in this volume, examines these administrative reforms and provides a magisterial account of the changes in the institutional process of public administration. The introduction of neoliberal policies revived concerns about reform and change, thereby giving rise to a new vocabulary in the discourse of public administration. The conventional world of public administration was now expected to adopt management practices of the private sector and interact with it to achieve public policy goals. New institutions are now being layered on traditional ones, and India is becoming a recipient of managerial ideas whose efficacy has yet to be tested on Indian soil. In light of the aforementioned changes, this volume argues that hybrid architecture for delivering public goods and services has been the most significant transformation to be institutionalized in the current era and critiques the neoliberal transformation from within a mainstream public administration perspective.

State Capability In India written by T. V. Somanathan and has been published by Oxford University Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2022-06-03 with Political planning categories.

The deficiencies in the capability of the state to design and implement effective policies are arguably the biggest development challenge facing developing countries like India. This book seeks to assess state capability in India, identify weaknesses in policy design and programme implementation, and their causes, and propose some measures to remedy them. Importantly, it does so while recognizing political economy constraints and focusing predominantly on the administrative contributors. To this extent, the book's suggestions are practical enough for adoption by stakeholders at different levels. It describes the institutional design, constitutional provisions, the organizational structure, and the personnel of the Indian state. It covers a wide spectrum of aspects impacting state capability, ranging from ideological narratives and systemic constraints to procedural and personnel management issues to the behaviours and attitudes of individual bureaucrats. It offers a new analytical framework to think about effectiveness of state on the policy-making process. It also offers a nuanced perspective and suggestions on many of the popular themes in public administration - size of the state, generalist and specialist debates, lateral entry, digital monitoring systems in governance, outsourcing and private participation, use of consultants, risk aversion in bureaucracies, performance-based incentives, programme evaluations, and so on. Finally, being participants and observers in the bureaucratic system, the authors describe reality without always seeking to locate it in the framework of existing academic literature, thereby offering fresh insights and enriching the discourse on state capability.

In 1984, Pranab Bardhan published his classic work The Political Economy of Development in India. It went on to become one of the most influential references on the political economy of development in the pre-reform period of independent India. Class and Conflict reflects on the enduring influence of Bardhan’s original publication in the context of post-liberalization developments in India. Drawing on their own world-leading research, the contributors to this volume engage with a wide range of issues, such as whether big business dominates India today, how subsidies retard economic growth, and how the middle classes are transforming politics. Together they try to answer the big question: what has really changed in the political and economic climate of the country over the last 30 years? Exploring the continuities and changes that have characterized India’s political economy since 1984, this volume takes stock of the main challenges of India’s economic development today. It contributes to current debates on economic growth, crony capitalism, agrarian crisis, the politics of class and caste, and the role of the state in a liberalizing economy.

The Right To Good Governance written by K. Mohandas and has been published by Notion Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2024-03-29 with Political Science categories.

Good governance is not a fundamental right under the Constitution of India. Did the makers of the Constitution presume that the framework and the institutional structure designed by them would ensure that the people got social, economic, and political justice, liberty of thought, expression, belief, faith, and worship, and equality of status and of opportunity? Why is Satyam missing from mainstream Indian activities, although the National motto Satyameva Jayate is ubiquitous as part of the National Symbol, appearing in all national documents, including in currency notes? The perceived charm of the office of the District Officer is a major factor in attracting some of the brightest and most diligent among the Indian youth to the Indian Administrative Service. But should young graduates spend their energy in the prime of their youth on preparation for the Civil Services Examination, the chances of success being statistically low? Should professionally qualified persons attempt to join the Civil Services, with the risk of becoming professionally unfit with the passage of time if they do not succeed? These questions are only incidental. The book discusses key governance issues from an unbiased perspective.
