This Report has been compiled so that lessons may be drawn for future referendums. On 18 September 2014, the Scottish public voted for Scotland to remain part of the United Kingdom. The roles played by civil servants in both Scotland and London in the Scottish referendum last summer were subject to criticism and controversy. The referendum campaign exposed two major issues: first, the question of how a unified Civil Service can serve both HM Government and the Scottish Government; and second, the challenges to Civil Service impartiality generated by the Scottish independence referendum. Particular concerns were raised about the Scottish Government's White Paper, Scotland's Future, which included a description of the SNP's proposed programme for government that was contingent upon their winning the 2016 Scottish Parliament elections. This did not uphold the factual standards expected of a UK Government White Paper and raised questions about the use of public money for partisan purposes. There was also concern that the publication of normally confidential advice by the Permanent Secretary to the Treasury called into question the impartiality of the Civil Service. The Committee concludes that parts of the White Paper should not have been included in a government publication. Civil servants should not be required to carry out ministers' wishes, if they are being asked to use public funds to promote the agenda of a political party, as was evident in this case.

There will always be those who lose out when a company goes into administration and cannot cover all of its debts. However, the current system does not represent the appropriate balance, since those who have given secure credit to a company are cushioned from the full impact of an insolvency, because the losses are borne by those who work for a company on a self-employed basis, or as contractors or suppliers. Under the current rules it is clearly in the financial interest of a company to break the law, and ignore the statutory redundancy consultation period, if the fine for doing so is less than the cost of continuing to trade, especially since this fine will anyway be paid by the taxpayer. However, while the financial calculation is simple, ignoring the consultation period has a high human cost that appears not to have featured in the decision making process at City Link. Employees were denied a reasonable notice period in which to seek alternative employment and instead, at a time of financial uncertainty, have to pursue a court claim for lack of consultation if they wish to be compensated. While there were differences of opinion as to whether or not City Link could be made viable, and the desired level of return could be achieved, the Committees regret that Better Capital felt its investors' interests could only be protected at the expense of the future of City Link and continued employment for its workers

The Liaison Committee, having considered the proposals of the Inside the Commons documentary (approved by the Administration Committee and House of Commons Commission in June 2013) commends the House motion that: notwithstanding the practice of the House, a select committee may, with the unanimous consent of all its members, permit the filming of private deliberative meetings for the purposes of the documentary which was approved by the House of Commons Commission on 15 June 2013.

Smart meters, which allow energy suppliers to get remote electricity and gas readings from households and businesses using mobile phone-type signals and wireless technologies, should benefit customers through savings from energy usage and efficiency. In 2013 we first looked at the Government's programme to roll-out smart meters to 100% of UK homes and businesses by 2020. This inquiry reviewed the progress of the roll-out and we have been disappointed by the ongoing policy delivery challenges which the Government has failed to resolve: (i) Technical communication problems with multiple occupancy and tall buildings which should have been resolved by now; (ii) Compatibility problems between different suppliers and different meters; (iii) A slow start to full engagement with the public on meter installation and long-term use; (iv) A delay by the Government-appointed communications infrastructure company which has further set back confidence in the programme; (iv) A reluctance to improve transparency by publishing the Major Project Authority's assessments on the smart meter programme.

The landscape of schooling in England has been transformed over the last five years. Academy sponsorship has encouraged and facilitated the contribution of individuals not previously involved in education provision and laid down a challenge to maintained schools to improve or face replacement by the insurgent academy model. The development of outstanding Multi Academy Trusts like Ark and Harris offers an alternative system to the one overseen by local authorities while the unified Ofsted inspection regime and published performance data generally allows fair judgment of comparative performance. There is a complex relationship between attainment, autonomy, collaboration and accountability. Current evidence does not allow the Committee to draw conclusions on whether academies in themselves are a positive force for change. This is partly a matter of timing but more information is needed on the performance of individual academy chains. Most academy freedoms are in fact available to all schools and Committee recommends that curriculum freedoms are also extended to maintained schools.

The Government is failing to clearly and effectively communicate climate science to the public. There is little evidence of co-ordination amongst Government, government agencies and public bodies on communicating climate science, despite various policies at national and regional level to mitigate and adapt to climate change. The mandate to act on climate can only be maintained if the electorate are convinced that the Government is acting on the basis of strong scientific evidence. Ministers therefore need to do more to demonstrate that is the case and consistently reflect the Government approach in all their communications, especially with the media. The report also criticises the BBC for its reporting on the issue. It points out that BBC News teams continue to make mistakes in their coverage of climate science by giving opinions and scientific fact the same weight. The BBC is called to develop clear editorial guidelines for all commentators and presenters on the facts of climate that should be used to challenge statements, from either side of the climate policy debate, that stray too far from the scientific facts. It is important that climate science is presented separately from any subsequent policy response. Government should work with the learned societies and national academies to develop a source of information on climate science that is discrete from policy delivery, comprehensible to the general public and responsive to both current developments and uncertainties in the science

The number of low income countries is falling. At the same time, the importance of global issues - conflict, climate, migration, trade, tax, financial stability, youth unemployment, urbanisation economic development, and infectious disease - is rising. The Committee argues that aid remains vital for addressing poverty in poor countries, for encouraging economic development, for providing global goods such as tackling climate change, combating diseases such as Ebola and providing humanitarian assistance, but new forms of co-operation have to be developed in order to meet these challenges. This will include new financial mechanisms and facilitating links with UK institutions in a wide range of areas, including health, education, culture, law, culture and science. This will require the Department for International Development (DFID) to put more emphasis on working with small organisations and less on programme management.As the focus moves away from aid, policy coherence for development must be at the heart of a new approach. This means working across Government in the UK, and with global partners in the multilateral system, to maximise the impact on development of all the UK's actions. This approach and changes will require DFID staff to develop different skills.

Small Modular Reactors are designed in a way that allows them to be manufactured at a plant and brought to site fully constructed. They have a range of useful applications, including industrial process heat, desalination or water purification, and other cogeneration applications. They could potentially have a key role to play in delivering low carbon energy at lower upfront capital cost compared to large conventional nuclear reactors but the commercial viability of SMRs remains unclear. Deployment of SMRs is likely to be achieved through sharing the costs between the public and private sector. The Committee would like to see the Government steering industry towards deploying a demonstrator SMR in the UK. Government should help to establish the right conditions for investment in SMRs, for example through supporting the regulator to bring forward approvals in the UK, and by setting out a clear view of siting options. Many of the barriers to deployment of SMRs in the UK are similar to the challenges of deploying larger conventional reactors. Small nuclear reactors will also generally raise similar questions of safety and security to those raised by large nuclear reactors. The Office for Nuclear Regulation also needs to be adequately resourced. In the longer term, Government should identify and help to establish future sources of commercial finance for the further development and industrialisation of SMRs. While current SMR designs have been predominantly developed outside the UK, there is scope for British industry to develop intellectual property and play a role in the deployment of the first SMRs
