Much of the discussion of India in the public sphere has focused on economic policy settings and restructuring, annual growth rates, trade relations and the nation’s status as an economic and political actor within the international system. This collection considers other dimensions of socio-economic transformation in India and its profound impact on society and nature. While economic and ecological fragility are now very apparently problems of a ‘global’ scale they are nevertheless grounded and experienced at the local scale where vulnerable and marginal people located in the urban periphery and in rural areas confront these ‘crises’ most acutely. The studies in this collection encompass many of the most important social and political concerns of India in this age of crisis, namely, the politics of water resources and land acquisition and use; the interaction between food security, markets, and institutions; the politics and strategies of labour movements; narratives and practices of ‘development’ and contestation over forms of agrarian production in India; the link between urbanisation and local class, caste and political actors; and the potential for civil society to either be co-opted or to contest neoliberal logics and forms of governance. In 2002 the International Labour Organization issued a report titled ‘Decent work and the informal economy’ in which it stressed the need to ensure appropriate employment and income, rights at work, and effective social protection in informal economic activities. Such a call by the ILO is urgent in the context of countries such as India, where the majority of workers are engaged in informal economic activities, and where expansion of informal economic activities is coupled with deteriorating working conditions and living standards. This book explores the informal economic activity of India as a case study to examine typical requirements in the work-lives of informal workers, and to develop a means to institutionalise the promotion of these requirements through labour law. Drawing upon Amartya Sen’s theoretical outlook, the book considers whether a capability approach to human development may be able to promote recognition and work-life conditions of a specific category of informal workers in India by integrating specific informal workers within a social dialogue framework along with a range of other social partners including state and non-state institutions. While examining the viability of a human development based labour law in an Indian context, the book also indicates how the proposals put forth in the book may be relevant for informal workers in other developing countries. About the book Women Workers Vulnerability The unorganized sector comprises a major part of the Indian Economy. In the unorganized sector, those enterprises and employments are involved which are unregistered under any legal provision. This Book deals with the women workers in the unorganized sector of the economy in India. The term ‘unorganized’ is often used in the Indian context to refer to the vast numbers of women and men engaged in different forms of employment. These forms include home-based work, self-employment in household enterprises, small units, on land as agricultural workers, labour on construction sites, domestic work, and many other forms of casual or temporary employment. The unorganized sector is physically more visible in India. It is found in almost all the industrial segments of the Indian economy, that is, in agriculture, industry, household and the services sectors. More than 90% of manpower contributes to the unorganized sector globally. In, the Indian scenario, 86% of human resource is employed in the unorganized sector. Female workers form the largest segment of India’s unorganized workforce. 91% of women workers in the unorganized sector are rendering their services. They work in unorganized sectors for low wages due to low level of skills, illiteracy, ignorance and surplus labour and thus face a high level of exploitation. The social and economic profile of female workers is greatly affected by the nature of the industrial sector where they work. This book focuses on presenting the real picture of the current conditions of women workers in all the tehsils of the Udaipur district of Rajasthan, who are involved in four kinds of unorganized occupations i.e., domestic, vendors, construction and self-employment.. This book throws light on their role, nature of work, living standards, vulnerability and the problems which they are facing frequently in unorganized sector. This book also outlines the acts and schemes by the Indian government framed for the empowerment of women economically and to prevent them from exploitation. And last, suggestions given by authors for their welfare.
