Excerpt from Report on Elementary Public Instruction in Europe, Made to the Thirty-Sixth General Assembly of the State of Ohio, December 19, 1837 In 1810, the peasantry, who before had no ownership in the soil which they cultivated, and consequently no independence of charac ter, by a royal decree, became freeholders on the following terms, namely: those who held their lands on perpetual lease, by giving up one-third, and those who held them on limited or life leases, by giving up one-half, to the landlord, became the owners in fee simple of the rest. The military is now so modelled that every citizen between the ages of 18 and 21 is in actual service in the standing army, where he is instructed in all that pertains to military life, and then returns to his peaceful occupations. Thus the army is made up entirely of citizens - and every citizen is a soldier; and there is no such thing as a standing army at the entire devotion of the sovereign, and independent of the people. The prime minister, Hardenberg, in a circular published at the time when these reforms were in progress, declares, that the new system is based upon the principle, that every subject, personally free, be able to raise himself, and develope his powers freely, without let or hindrance from any other; that the public burdens be borne in common and in just proportions that equality before the law, be secured to every subject; that justice be rigidly and punctually ad ministered that merit in whatever rank it may be found, be enabled to rise without obstacle; that the government he carried on with unity, order, and power that, by the education of the people, and the spread of true religion, the general interests, and a national spirit be promoted, as the only secure basis of the national welfare. A statue of Horace Mann, erected in front of the Boston State House in 1863, declares him the "Father of the American Public School System." For over a century and a half, most narratives about early American education have taken this epithet as the truth. As Mann looms over the Boston Common, so he has also loomed over discussions of early American schooling. Other scholarship has emphasized economic factors as the main reason for the emergence of public schools. The Common School Awakening offers a new narrative about the rise of public schools in America that counters these conceptions. In this book, David Komline explains how a broad and distinctly American religious consensus emerged in the first half of the nineteenth century, allowing people from across the religious spectrum to cooperate in systematizing and professionalizing America's schools in an effort to Christianize the country. At the height of this movement, several states introduced state-sponsored teacher training colleges and concentrated government oversight of schools in offices such as the one held by Mann. Shortly thereafter, the religious consensus that had served as the foundation for this common school system disintegrated. But the system itself remained, the legacy of not just one man, but of a whole network of reformers who put into motion a transatlantic and transdenominational religious movement - the "Common School Awakening."
