Mountain food security and nutrition are core issues that can contribute positively to the achievement of the Sustainable Development Goals but paradoxically are often ignored in Zero Hunger and poverty reduction-related agenda. Under the overall leadership of José Graziano da Silva, the Former Director-General of FAO, sustainable mountain agriculture development is set as a priority in Asia and the Pacific, to effectively address this issue and assist Member Countries in tackling food insecurity and malnutrition in mountain regions. This comprehensive publication is the first of its kind that focuses on the multidimensional status, challenges, opportunities and solutions of sustainable mountain agriculture development for Zero Hunger in Asia. This publication is building on the ‘International Workshop and Regional Expert Consultation on Mountain Agriculture Development and Food Security and Nutrition Governance’, held by FAO RAP and UIR in November 2018 Beijing, in collaboration with partners from national governments, national agriculture institutes, universities, international organizations and international research institutes. The publication provides analysis with evidence on how mountain agriculture could contribute to satisfying all four dimensions of food security, to transform food systems to be nutrition-sensitive, climate-resilient, economically-viable and locally adaptable. From this food system perspective, the priority should be given to focus on specialty mountain product identification (e.g. Future Smart Food), production, processing, marketing and consumption, which would effectively expose the potential of mountain agriculture to contribute to Zero Hunger and poverty reduction. In addition, eight Asian country case studies not only identify context-specific challenges within biophysical-technical, policy, socio-economic and institutional dimensions.

This is the fifth edition of the Asia and the Pacific Regional Overview of Food Security and Nutrition annual report. This publication is led by FAO’s Regional Office for Asia and the Pacific (RAP) and jointly contributed to by United Nations' partner agencies (UNICEF, WFP, WHO), on the region’s progress (or lack thereof) to achieve the Sustainable Development Goals (in particular SDG 2 – Ending Hunger) and the World Health Assembly (WHA) 2030 targets on food security and nutrition. In recent years, previous editions reported that progress was stalling, then regressing and then more recently pushing us further off track. This reverse was evident even before the COVID-19 pandemic took hold in 2020. The decline continued and worsened during the pandemic and the data is captured in this report. Updated estimates on the cost and affordability of a healthy diet show that nearly 45 percent of the region’s population cannot afford one. Reducing the cost of a healthy diet and making it more affordable is a critical element for achieving ending hunger (SDG2) and also the other SDGs. This year’s report also looks closely at food security and nutrition in urban areas which will increasingly contribute to the progress in SDG indicators as the proportion of the urban population across the region is set to cross 50 percent in this decade.

This report analyzes the impacts of agricultural challenges in Asia and the Pacific. It also identifies investments required in different subsectors to achieve food security in the region by 2030. About 518 million people in Asia and the Pacific suffered from hunger in 2017--1 million more than in the previous year. Farmers face challenges such as shrinking natural resources, degrading environments, and declining labor availability in addition to climate change and financial non-viability. The demand for food and nutrition is also increasing. With all this, more investment in agriculture is needed to accomplish Sustainable Development Goal 2--ending hunger and malnutrition by 2030. In the report, findings presented were taken from the analysis of recent trends in food security, gross domestic product, and population growth as well as agricultural supply, demand, and trade.

In the Asia–Pacific region, water resources form the basis of agrarian prosperity and economic development. However, increasing water demand due to population growth, rapid industrialisation and urbanisation, and a changing climate undermine those water resources. Like many parts of the world, Asia–Pacific faces increasing water scarcity, with varying characteristics, causes and trends across a diverse range of countries at different stages of development. Understanding of the spatial and temporal differences in water scarcity across the region is, however, limited, and while policies and management strategies are under development in all countries, their effectiveness varies significantly. Responses to water scarcity are often reacting to acute issues such as drought or conflicts between competing water users; while regional and national level policies exist in most cases, they often lack subsidiary legislation, program development or the resources needed for successful implementation.The main objective of the present study was to develop an understanding of the dynamics of water scarcity across Asia–Pacific and how countries manage that scarcity—ultimately informing more effective management approaches that can be scaled across the region.
