The war in Kosovo was a turning point: NATO deployed its armed forces in war for the first time, and placed the controversial doctrine of 'humanitarian intervention' squarely in the world's eye. It was an armed intervention for the purpose of implementing Security Council resolutions-but without Security Council authorization. This report tries to answer a number of burning questions, such as why the international community was unable to act earlier and prevent the escalation of the conflict, as well as focusing on the capacity of the United Nations to act as global peacekeeper. The Commission recommends a new status for Kosovo, 'conditional independence', with the goal of lasting peace and security for Kosovo-and for the Balkan region in general. But many of the conslusions may be beneficially applied to conflicts the world-over.

Based on a combination of official and unofficial (but always authoritative) sources, he builds a thorough case for the true lessons of NATO's first battle fought within Europe. After consideration of the historical, major political, and strategic factors that set the stage for the Kosovo campaign, Cordesman critically examines the actual effectiveness of the NATO air campaigns, both in Kosovo and Serbia proper. Operations in this rugged part of Europe were difficult, and compounding the challenges of terrain and weather were the conflicting national agendas within the Allied coalition that seriously hampered focused and decisive action by NATO. Although Milosevic ultimately conceded defeat, all of these factors played an important role in limiting the intensity and shaping the military outcome of the campaign, and the likely political and strategic results were far from certain. Cordesman unflinchingly concludes, that the air campaign over Kosovo exposed deep fault lines within and among the NATO countries and fundamental flaws in the way the West wages war.

The United States and the international community intervened in a number of internal conflicts throughout the 1990s, generally justifying their actions on humanitarian grounds. In most cases, the external military intervention largely halted the fighting and allowed humanitarian assistance to be distributed. However, as Hawk makes clear, simply halting the fighting has not allowed these countries to create stable governments and harmonious societies. This study is based on the premise that if external actors—foreign governments, international organizations, and private groups—can not figure out how to lay a foundation for a stable, longer-term peace, there will be decreasing support for international intervention and peacekeeping/peacebuilding missions in the future. Although external actors have undertaken many activities in the aftermath of a military intervention in an attempt to consolidate peace, sufficient attention has not been paid to (re)constructing the state as a capable, effective, and legitimate entity. While (re)constructing the state is only a portion of what needs to be done to bring about a stable, long-term peace, it provides a necessary foundation upon which to structure the other activities. Through her examination of external actions in Somalia, Bosnia, and Kosovo, Hawk draws 23 lessons, nine of which are applicable to interventions in general and the remaining 14 specific to statebuilding efforts. This study will be of particular interest to scholars, students, and policymakers involved with conflict resolution and international relations.

With the end of the Cold War has come an upsurge in humanitarian interventions-military campaigns aimed at ending mass atrocities. These wars of rescue, waged in the name of ostensibly universal norms of human rights and legal principles, rest on the premise that a genuine "international community" has begun to emerge and has reached consensus on a procedure for eradicating mass killings. Rajan Menon argues that, in fact, humanitarian intervention remains deeply divisive as a concept and as a policy, and is flawed besides. The advocates of humanitarian intervention have produced a mountain of writings to support their claim that human rights precepts now exert an unprecedented influence on states' foreign policies and that we can therefore anticipate a comprehensive solution to mass atrocities. In The Conceit of Humanitarian Intervention, Menon shows that this belief, while noble, is naïve. States continue to act principally based on what they regard at any given time as their national interests. Delivering strangers from oppression ranks low on their list of priorities. Indeed, even democratic states routinely embrace governments that trample the human rights values on which the humanitarian intervention enterprise rests. States' ethical commitment to waging war to end atrocities remains episodic and erratic-more rhetorical than real. And when these missions are undertaken, the strategies and means used invariably produce perverse, even dangerous results. This, in no small measure, stems from the hubris of leaders-and the acolytes of humanitarian intervention-who have come to believe that they possesses the wisdom and wherewithal to bestow freedom and stability upon societies about which they know little.
