This book defends a novel view of mental representation—of how, as thinkers, we represent the world as being. The book serves as a response to two problems in the philosophy of mind. One is the problem of first-personal, or egocentric, belief: how can we have truly first personal beliefs—beliefs in which we think about ourselves as ourselves—given that beliefs are supposed to be attitudes towards propositions and that propositions are supposed to have their truth values independent of a perspective? The other problem is how we can think about nonexistents (e.g., Santa Claus) given the widespread view that thought essentially involves a relation between a thinker and whatever is being thought about. The standard responses to this puzzle are either to deny that thought is essentially relational or to insist that it is possible to stand in relations to nonexistents. This book offers an error theory to the problem. The responses from this book arise from the same commitment: a commitment to treating talk of propositions—as the things towards which our beliefs are attitudes—as talk of entities that actually exist and that play a constitutive and explanatory role in the activity of thought.

A neuroscientifically informed theory arguing that the core of qualitative conscious experience arises from the integration of sensory and cognitive modalities. Although science has made considerable progress in discovering the neural basis of cognitive processes, how consciousness arises remains elusive. In this book, Cyriel Pennartz analyzes which aspects of conscious experience can be peeled away to access its core: the “hardest” aspect, the relationship between brain processes and the subjective, qualitative nature of consciousness. Pennartz traces the problem back to its historical roots in the foundations of neuroscience and connects early ideas on sensory processing to contemporary computational neuroscience. What can we learn from neural network models, and where do they fall short in bridging the gap between neural processes and conscious experience? Do neural models of cognition resemble inanimate systems, and how can this help us define requirements for conscious processing in the brain? These questions underlie Pennartz's examination of the brain's anatomy and neurophysiology. The perspective of his account is not limited to visual perception but broadened to include other sensory modalities and their integration. Formulating a representational theory of the neural basis of consciousness, Pennartz outlines properties that complex structures must express to process information consciously. What is it for something in the mind to represent something? Distinguished philosopher of mind Robert Cummins looks at the familiar problems of representation theory (what information is represented in the mind, what form mental representation takes, how representational schemes are implemented in the brain, what it is for one thing to represent another) from an unprecedented angle. Instead of following the usual procedure of defending a version of "indicator" semantics, Cummins begins with a theory of representational error and uses this theory to constrain the account of representational content. Thus, the problem of misrepresentation, which plagues all other accounts, is avoided at the start. Cummins shows that representational error can be accommodated only if the content of a representation is intrinsic--independent of its use and causal role in the system that employs it. Cummins's theory of error is based on the teleological idea of a "target," an intentional concept but one that differs importantly from that of an ordinary intentional object. Using this notion he offers a schematic theory of representation and an account of propositional attitudes that takes exception with some popular positions, such as conceptual role semantics, Fodor's representational theory of the mind, and Putnam's twin-earth examples.
