Combining data from nearly 100 interviews with national parliamentarians from ten Asian countries, the contributors to this book analyze and evaluate the advancement of gender equality in Asia. As of the year 2022, no country in Asia has gender parity in its parliament. Meanwhile, the proportion of national-level women parliamentarians in Asia averages a mere 20%. What is more important than simple descriptive representation, however, is whether outcomes for women are improving. Rather than focusing on numerical representation, the chapters in this book focus on the substantive representation of women. In other words, what do women and men parliamentarians do to advance women’s well-being and gender equality? Using semi-structured interviews, the author of each chapter examines these efforts in the context of a specific Asian country. This work discusses questions on political participation, representation and legitimacy in the European Union national parliaments. Three major empirical questions structure the book: What affects women's presence in parliaments?, Does the number of women in parliament have an effect? And are women in parliament representing women? Empirical evidences show that institutional reforms need a 'minimal environment' in terms of socio-economic development so as to prove effective. As opposed to the critical mass theory, claiming that a few representatives cannot have an impact on the political outcomes, here the empirical evidences suggest that smaller groups can also influence the different components of the legislative process. The last part turns to the fundamental question of whether a parliament that is descriptively representative, i.e. in which the parliamentarians share certain characteristics with the voters, also is a substantively descriptive parliament, i.e. in which the parliamentarians mirror the voters' opinions.

Inhaltsangabe:Abstract: During the 1970s female political representation in mainstream politics increased. The reason was the interaction of several factors, namely the explosion in education, the continuing urbanisation, and especially the women's movementl. More and more women became party members and stood for candidacy, however this politicization effect was not reflected in the number of woinen elected. This situation is more marked in Britain than in West Germany. Percentage figures for elected candidates and party members underline this: About 50 percent of all British party members are female (in contrast to only about 25 percent in Germany) but only 9,2 percent are represented in Parliament. (While in Germany it is 20,4 percent). More and more women in both countries stand for candidacy, but the percentage of female representatives in Britain has remained constant since 1964 (only the last election showed an increase), while in the Federal Republic (since 1972) there is a slight but steady increase. How do we explain this? First it is important to ask whether it matters that in a democracy women or any other group are greatly underrepresented, so long as all Members of Parliament are chosen in free and fair elections. Women constitute more than half of the population. With 20,4 percent in the West German Parliament and 9,2 in the British, this half is extremely underrepresented.(Women share this problem with blue-collar workers, with older people and young people. Proponents of the first view argue that the deficit of women in Parliament (and in all other political officbs, especially the senior ones) contradicts the equality provision of the Basic Law/Constitution. It is a well known fact that women in political decision making bodies are rare. Yet, this view does not give any explanations as to why the representation of women in politics should be "adequate", which would mean political positions held by women at least according to their party membership if not according to the female population rate, hence 50:50. Why should there not be, for instance, 70 percent women in Parliament or in other positions? Another view holds that women and men have different political interests because of gender-based differentiations throughout the social structure. Political equity advocates and academics often argue that we must elect more women, but what difference does it make if we do? What Women Represent shows that women can and do influence the issues raised and the decisions made in parliamentary debate and decision-making. Using a new framework for thinking about what it means for legislators to represent women and drawing on a database that encompasses five decades of debate in the House of Commons, Erica Rayment investigates which members of Parliament represent women and what issues they address. She then examines the role women parliamentarians played in two instances where governments threatened to curtail previous gender equality gains: the Mulroney government’s attempted recriminalization of abortion and the Harper government’s plans to cut funding and weaken the mandate of Status of Women Canada. Rayment’s analysis decisively shows that parliamentary presence matters for the representation of women’s interests; women MPs, regardless of party, are more likely to act for women and play a critical role when the rights of women are at stake. What Women Represent is the first large-scale analysis of the substantive representation of women in Canadian politics, adding depth and nuance to our understanding of issues of gender in parliamentary institutions.

This book examines the representation of women in the Malaysian Parliament with a focus on the substantive representation of women in the 10th and 11th Dewan Rakyat, the lower house of the Malaysian Parliament. It aims, in particular, to see whether or not female MPs acted for women by proposing women-related issues in the Dewan Rakyat, the female MPs in the forefront of representing women are called critical actors. An in depth look at who these representative is and what were the issues they proposed has been carried out through content analysis of the parliamentary debates. A series of face-to-face interviews was conducted with these critical actors to examine what made them critical actors; considering the factors motivating them to represent women and address the problems women face. All of these components offer important insight to explore and understand the substantive representation of women in the Malaysian Parliament. Experience and gender awareness were found to be the major factors that contributed to their effective representation of women in the Parliament. Additionally, information and networking appeared to be crucial in facilitating this process. This book is suitable for both academic and public reading. In particular, it can be useful for politicians, policy makers, academics, practitioner’s, activists and student of politics who are interested in understanding about women representation in the Malaysian parliament.

Master's Thesis from the year 2018 in the subject Gender Studies, grade: 3.74, language: English, abstract: What are the factors militating against women's involvement in the parliament of Lesotho? Though women are relatively active and win political positions at lower rungs of political offices, in parliament, their involvement is perceived to be small. This study is anchored on Marxist feminism to explain the cause of underrepresentation of women in the parliament of Lesotho. Data collected through a questionnaire distributed using simple random sampling demonstrate that socio-economic and cultural factors militate against women's involvement in politics. Most importantly, two factors undermine the representation of women in top political structures. Firstly, poor participation of women during public gatherings where their voices are suppressed makes women lack self-esteem and discourages them from aspiring for leadership positions. Secondly, gender stereotypes perpetuated through the courtyard gathering and initiation (lebollo) compel men to see women as minors, unworthy for high political posts. Apart from these, the findings show that women's poor access and control of land undermines their representation in parliament. In addition, the results of the study demonstrate that traditional-leadership institutions contribute to the preeminence of men in parliament at the expense of women. Conversely, since women are not present in the traditional institutions like the courtyard, they find it difficult to be represented in parliament, especially in numbers that reflect their demographic strength. In order to bridge the underrepresentation gap between men and women in the parliament, the researcher suggests that the government has to create alternative institutions dedicated to women with the purpose of grooming them and cultivating them for leadership. Moreover, it has to reconcile the contradiction between the customary laws and the constitution.
