In Reproductive Politics and the Making of Modern India, Mytheli Sreenivas demonstrates how colonial administrators, postcolonial development experts, nationalists, eugenicists, feminists, and family planners all aimed to reform reproduction to transform both individual bodies and the body politic. Across the political spectrum, people insisted that regulating reproduction was necessary and that limiting the population was essential to economic development. This book investigates the often devastating implications of this logic, which demonized some women’s reproduction as the cause of national and planetary catastrophe. To tell this story, Sreenivas explores debates about marriage, family, and contraception. She also demonstrates how concerns about reproduction surfaced within a range of political questions—about poverty and crises of subsistence, migration and claims of national sovereignty, normative heterosexuality and drives for economic development. Locating India at the center of transnational historical change, this book suggests that Indian developments produced the very grounds over which reproduction was called into question in the modern world. Set in the context of the processes and practices of human reproduction and reproductive health in Northern India, this book examines the institutional exercise of power by the state, caste and kin groups. Drawing on ethnographic research over the past eighteen years among poor Hindu and Muslim communities in Rajasthan and among development and health actors in the state, this book contributes to developing analytic perspectives on reproductive practice, agency and the body-self as particular and novel sites of a vital power and politic. Rajasthan has been among the poorest states in the country with high levels of maternal and infant mortality and morbidity. The author closely examines how social and economic inequalities are produced and sustained in discursive and on the ground contexts of family-making, how authoritative knowledge and power in the domain of childbirth is exercised across a landscape of development institutions, how maternal health becomes a category of citizenship, how health-seeking is socially and emotionally determined and political in nature, how the health sector operates as a biopolitical system, and how diverse moral claims over the fertile, infertile and reproductive body-self are asserted, contested and often realised. A compelling analysis, this book offers both new empirical data and new theoretical insights. It draws together the practices, experiences and discourse on fertility and reproduction (childbirth, infertility, loss) in Northern India into an overarching analytical framework on power and gender politics. This monograph explores the full context of sex-selective abortion (SSA) in India by examining the historical forces, political movements, government policies, and gender regimes that shape this reproductive practice. Using qualitative research methods within a feminist methodology, including in-depth interviews with service providers and professionals in New Delhi and a content analysis of Indian newspapers, the study engages the following areas of analysis: the social structures and determinants of SSA in India, the potential for women’s agency in SSA, and the representations of SSA and SSA-seeking women in the Indian media. This research expands the discourse and analysis of SSA by facilitating a nuanced and multilayered exploration of a profoundly contextual, personal, and gendered reproductive issue by grounding data and interpretation in the lived experiences of research participants with systems-wide knowledge of SSA. Further, the feminist theory-informed analysis moves away from normative victimhood frameworks. Lastly, the book contributes to the understudied area of media discourse analysis on the intersections of gender and SSA in national news coverage. Within the scholarly fields of demography, development studies, medical anthropology and public policy, the history of reproduction has been dominated by preconceived and often a-historical ideas about India s supposed long-term trend towards over-population. When these scholarly fields have invoked histories of fertility and contraception, these histories have largely been made to serve as the pre-modern antithesis to a fully modern future. In contrast, this volume brings together historians to tackle the complex questions of reproduction in modern India. Taken together, these essays interrogate the very idea that reproduction is simply a linch-pin for effecting other social and economic transformations. Instead, these histories map out and ask questions of the institutions, discourses and practices by which women's reproductive health came to hold meaning and play strategic roles in the multiple and at times competing agendas such as social reform, the medical sciences, cultural nationalism, and colonial public health.

Reproductive Restraints traces the history of contraception use and population management in colonial India, while illuminating its connection to contemporary debates in India and birth control movements in Great Britain and the United States. Sanjam Ahluwalia draws attention to the interactive and relational history of Indian birth control by including western activists such as Margaret Sanger and Marie Stopes alongside important Indian campaigners. In revealing the elitist politics of middle-class feminists, Indian nationalists, western activists, colonial authorities and the medical establishment, Ahluwalia finds that they all sought to rationalize procreation and regulate women while invoking competing notions of freedom, femininity, and family. Ahluwalia’s remarkable interviews with practicing midwives in rural northern India fills a gaping void in the documentary history of birth control and shows that the movement has had little appeal to non-elite groups in India. Finding that Jaunpuri women’s reproductive decisions are bound to their emotional, cultural, and economic reliance on family and community, Ahluwalia presents the limitations of universal liberal feminist categories, which often do not consider differences among localized subjects. She argues that elitist birth control efforts failed to account for Indian women’s values and needs and have worked to restrict reproductive rights rather than liberate subaltern Indian women since colonial times.
