This report selectively summarizes NASA Glenn Research Center s research and technology accomplishments for fiscal year 2002. It comprises 166 short articles submitted by the staff scientists and engineers. The report is organized into five major sections: Aeronautics, Research and Technology, Space, Engineering and Technical Services, and Commercial Technology. A table of contents and author index have been developed to assist readers in finding articles of special interest. This report is not intended to be a comprehensive summary of all the research and technology work done over the past fiscal year. Most of the work is reported in Glenn-published technical reports, journal articles, and presentations prepared by Glenn staff and contractors. In addition, university grants have enabled faculty members and graduate students to engage in sponsored research that is reported at technical meetings or in journal articles. For each article in this report, a Glenn contact person has been identified, and where possible, a reference document is listed so that additional information can be easily obtained. The diversity of topics attests to the breadth of research and technology being pursued and to the skill mix of the staff that makes it possible. The application of technology to housing design, construction, and operation offers opportunities for improving affordability, energy efficiency, comfort, safety, and convenience for consumers. New technologies and production processes could help resolve serious problems facing housing producers, including labor shortages, interruptions due to inclement weather, quality control, and theft and vandalism losses. However, it is generally believed that realizing these benefits on a broad scale is considerably hindered by characteristics of the housing industry that inhibit the development and diffusion of innovations. The Partnership for Advancing Technology in Housing (PATH) supports activities to address issues that are perceived by the industry to be the primary causes of the problems, i.e., barriers to innovation, lack of accessible information, and insufficient research and development (R&D) (NAHBRC, 1998). PATH was initiated in 1998 when Congress appropriated funds for the U.S. Department of Housing and Urban Development (HUD) to begin implementing the concept, which was created by the National Science and Technology Council Construction and Building Subcommittee (NSTC C&B). At the request of HUD, the National Research Council (NRC) assembled a panel of experts as the Committee for Review and Assessment of the Partnership for Advancing Technology in Housing under the NRC Board on Infrastructure and the Constructed Environment. The committee was asked to assess how well PATH is achieving its many program objectives to expand the development and utilization of new technologies in the U.S. housing industry. The committee has approached evaluation of the program as an exercise that also provides direction for PATH's future improvement.

The Office of Science and Technology (OST) and its seven associated Research Councils have responsibility for furthering science and technology issues in the UK, as part of the Department of Trade and Industry (DTI). The Committee's report examines a number of aspects of its work including: its performance against departmental public service agreement targets; the departmental annual report; the 2002 spending review and the science budget; higher education funding; and the Government's cross-cutting policy review of science and research. Recommendations made include: i) the OST should consider publishing its own annual report; ii) the way the 2002 Spending Review presents the increase in science spending is misleading, with the actual figure nearer to £660 million; and iii) the importance for the OST to be appropriately resourced by the DTI, in order to meet the demands of effective parliamentary scrutiny.
