The future of the Common Fisheries Policy depends on progress in the relevant areas of research. This applies to the whole range of management decisions, where precise, reliable and complete data are essential to inform those who must decide on the pursuit of existing activities, especially in the area of maritime fisheries, and the development of promising new activities such as aquaculture. Every day the Director-General of DG XIV requires more and more information to prepare decisions which will affect the future of all those in the Community who are dependent on fishing and aquaculture. There is thus a high level of direct demand from DG XIV. Over and above this immediate and specific requirement for short- and medium-term applications, research affects the competitivity of the Community. This is one area which favours the collaboration across frontiers of all those who seek to advance knowledge. But although DG XIV is uniquely placed to appreciate the importance of research into fisheries and aquaculture, there is no question of succumbing to the temptation to directly control the scope of research or its conduct. The notion of subsidiarity can best be understood by examining the existing structures in the Member States. The Commission must act first and foremost as a catalyst, by promoting the circulation of information and the coordination of research programmes.

The first edition of this book was published by Chapman and Hall Ltd. in 1996. The first edition contained nine chapters and, for all except one chapter, the original chapter authors agreed to update their chapter. Comparing these chapters gives the reader an idea of the development over a time span of more than 10 years between the two editions. In the preparation of the second edition we decided to add more chapters reflecting some important fields with significant contributions to present day fishery research. These are the use of internet for searching of information (Chapter 2), and the present state and use of remote sensing (Chapter 5), ecosystem modeling (Chapter 8) and visualization of data (Chapter 10). This second edition provides a valuable sampling of contemporary applications. Scientists have an opportunity to evaluate the suitability of different computer technology applications to their particular research situation thereby taking advantage of the experience of others. The chapters that follow are the fruition of this idea. The history behind this book started in 1989 when we were asked by Dr. Vidar Wespestad (previously: Alaska Fisheries Science Center, Seattle, USA) to prepare and convene a session at the 1992 World Fishery Congress in Athens, Greece on computer applications in fisheries. We agreed that the idea was a good one and the computer session in 1992 turned out to be very successful.

This book is about the ongoing transition of fisheries governance, from top-down command and control towards a more transparent and participatory form. It focuses on the emergence of research practices and advice frameworks that allow co-creation of common knowledge bases for management. Drawing from 8 years of research in GAP, a two-stage 7th framework EU project, the book offers a critical examination of how knowledge practices in fisheries governance are changing. The entry point for this research is a series of practical experiments in the unchartered terrain of collaborative research. To gain insight into the ongoing transition in European fisheries management, GAP initiated and carried out 13 Case Studies in different settings across Europe. In each case study, a team of fishers and marine scientists worked together to identify, plan and implement research projects intended to make a difference. The cases vary. They take on different management issues and shape the collaborations in different ways. The extent to which they succeed in realizing their objectives also differs. They are all contributing important insights into the possibilities of co-creating knowledge for management purposes. The book delves into the individual experiences of each case study as well as the lessons they contribute as a whole. The examination concludes that while research partnerships are not always easy to establish, they are an important step towards better fisheries governance. Without a common knowledge base for fisheries governance, co-created through collaborative research practices, sustainable fisheries will remain out of reach.
