Thomas Sterner's book is an attempt to encourage more widespread and careful use of economic policy instruments. The book compares the accumulated experiences of the use of economic policy instruments in the U.S. and Europe, as well as in rich and poor countries in Asia, Africa, and Latin America. Ambitious in scope, it discusses the design of instruments that can be employed in any country in a wide range of contexts, including transportation, industrial pollution, water pricing, waste, fisheries, forests, and agriculture. While deeply rooted in economics, Policy Instruments for Environmental and Natural Resource Management is informed by political, legal, ecological, and psychological research. The new edition enhances what has already been widely hailed as a highly innovative work. The book includes greatly expanded coverage of climate change, covering aspects related to policy design, international equity and discounting, voluntary carbon markets, permit trading in United States, and the Clean Development Mechanism. Focusing ever more on leading ideas in both theory and policy, the new edition brings experimental economics into the main of its discussions. It features expanded coverage of the monitoring and enforcement of environmental policy, technological change, the choice of policy instruments under imperfect competition, and subjects such as corporate social responsibility, bio-fuels, payments for ecosystem services, and REDD.

Over the last decade, economists have increasingly recognized the role of meta-analysis and value transfer in synthesizing knowledge and efficiently exploiting the existing pool of knowledge. Comparative Environmental Economic Assessment explores the potential significance of using these techniques, particularly in environmental economics. Both meta-analysis and value transfer constitute major research tools which efficiently use knowledge previously acquired from other studies. The book focuses on the potential role and usefulness of these tools in environmental economic research, and goes on to address their validity, relevance and applicability. A future agenda for research is also illustrated.

When approached by Warren Samuels, the series editor, about organizing a volume on natural resource economics, I was at a loss as to how one might possibly capture in "several major essays plus several shorter comments thereon" all of the diverse activities that fall within this exciting discipline. I was further asked to have the book take an "affirmative but constructively critical look at its subject. " The volume was to be interpretative, it was to be reasonably comprehensive, and yet it was to attempt to present divergent views on the "development, tensions, present status, and, especially, possible lines of development of each field. " Upon reflection, I decided to have the book focus on natural resource economics as a distinctly applied policy science. Hence the title: Natural Resource Economics: Policy Problems and Contemporary Analysis. While this allowed clarification of a particular sort, it did little to narrow the range of policy issues that ought to be considered candidates for inclu sion. But it did seem, after some thought, that three broad issues persist at center stage in natural resource policy.

The interrelationship between economic growth, efficient use of natural resources, and sustainability has been of great interest to economists, researchers and policy makers. Knowledge of actual causality direction between sustainability, efficiency and growth has important implications for modeling environmental economic policies. Various serious environmental problems demand urgent attention and planning of adequate policies towards sustainability. Development of new economic and environmental policies and use of new econometric, operational research and mathematical and statistical techniques offers scope for further research. Studies were invited to address economic growth and environment: environmental problems; Air/water pollution; Health impact of pollution; Waste management; Natural resources management; Population economics; Environmental policy tools; Renewable energy sources; Business and sustainable development; Sustainable transport; Sustainable tourism; Urban and regional development.

Policy Instruments For Environmental And Natural Resource Management written by Thomas Sterner and has been published by Taylor & Francis this book supported file pdf, txt, epub, kindle and other format this book has been release on 2010-09-30 with Nature categories.

As Thomas Sterner points out, the economic 'toolkit' for dealing with environmental problems has become formidable. It includes taxes, charges, permits, deposit-refund systems, labeling, and other information disclosure mechanisms. Though not all these devices are widely used, empirical application has started within some sectors, and we are beginning to see the first systematic efforts at an advanced policy design that takes due account of market-based incentives. Sterner‘s book encourages more widespread and careful use of economic policy instruments. Intended primarily for application in developing and transitional countries, the book compares the accumulated experiences of the use of economic policy instruments in the U.S. and Europe, as well as in select rich and poor countries in Asia, Africa, and Latin America. Ambitious in scope, the book discusses the design of instruments that can be employed in a wide range of contexts, including transportation, industrial pollution, water pricing, waste, fisheries, forests, and agriculture. Policy Instruments for Environmental and Natural Resource Management is deeply rooted in economics but also informed by perspectives drawn from political, legal, ecological, and psychological research. Sterner notes that, in addition to meeting requirements for efficiency, the selection and design of policy instruments must satisfy criteria involving equity and political acceptability. He is careful to distinguish between the well-designed plans of policymakers and the resulting behavior of society. Providing useful insights on the use of Multi-Criteria Decision Analysis (MCDA) in natural resource management, this book examines a number of empirical applications for several countries and a variety of natural resources. It is shown that using MCDA in the management of water, forestry, wetland and other natural resources can substantially improve the design and implementation of natural resource and environmental policies. Stakeholder involvement is also an important determinant of successful resource management and MCDA provides a useful and effective framework for getting stakeholders involved in resource management decisions. Using Multi-Criteria Decision Analysis in Natural Resource Management gives in-depth analysis of the potential problems in applying these techniques, including difficulties eliciting required information, lack of suitable measures for environmental variables and the need to develop innovative methods to simplify the use of MCDA.
