Originally published in 1950, this book is a narrative and analytical account of the making of the new French Constitution and views that process in its historical setting. Although the book’s central theme is the constitutional problem, it is in a broader sense concerned with the political forces at work in France since liberation. The 2 years of provisional government from August 1944 to December 1946 brought French politics to a new pitch of complexity. Economic stress, international tension, colonial unrest and personal rivalries sharpened the conflicts among the men who made the constitution. All of these elements went into the formation of the Fourth French Republic and are discussed in the book.

In the face of strong opposition, he was responsible for a number of initiatives toward economic renovation. He continued his efforts at modernization in the 1920s as a member of the Chamber of Deputies and in frequent government assignments. During those years he had considerable influence on the reconstruction of northeastern France, on public finance, and on a variety of other economy-related matters. His domestic activities extended to social policy, and as labor minister in the late 1920s he profoundly affected French housing policy and oversaw preparations for the implementation of a major social-insurance law. Loucheur was a central figure in France's quest for a lasting peace with Germany. At the Paris Peace Conference, he maintained a moderate position regarding German reparations, and he remained prominent in negotiations on the question into the early 1920s.

"This excellent study combines considerable institutional and policy detail with an assured analysis of government and private sector agent interactions." - Modern and Contemporary France "One of the main conclusions the reader of [this] book can draw is that the best specialists of French contemporary political movements come from the Anglo-Saxon academic world." - H-Net: Humanities and Social Science Reviews OnLine "... a most welcome contribution to [the development of environmental policy] ... Overall, this book is well worth buying, both from an individual and from an institutional perspective. It is excellent value for money and an excellent source of information on environmental policy development and practice that allows one's knowledge to be pushed beyond the traditional Anglo-American axis." - Environment and Planning C: Government and Policy "[A] solid, insightful, fair-minded survey of French environmental policies" - Choice Drawing on an extensive range of political, legal and sociological materials, the author presents and evaluates environmental policy-making in France at a time when environmental problems are growing in complexity and gravity. He highlights the range of inputs to the policy process - including popular movements, green parties, interest group representation, EU legislation and international treaties - and evaluates the diverse nature of the outcomes which lead him to conclude that because new developments involve not only changes in policy content but also adaptation of policy style, environmental demands are progressively changing the shape of politics itself.
