Much of the research on which this book is based was funded almost a decade ago by separate grants from two different agencies of the U. S. Public Health Service, of the then still consolidated Department of Health, Education, and Welfare. The first grant was from the Bureau of Community Environmental Management (Public Health Service Research Grant J-RO J EM 0049-02), and the second from the Center for Studies of Metropolitan Problems of the National Institute of Mental Health (Public Health Service Grant ROJ MH 24904-02). These separate grants were necessary because of budget cuts that truncated our original effort. We were fortunate to receive subsequent assistance from NIMH to conclude the research, as it is doubtful that a project of the scope and intent of our effort--even as completed in abbreviated form-will be funded in the 1980s. The original intent of this project, as formulated by our colleagues Ira Robinson and Alan Kreditor, and as conceptualized earlier by their predeces sors-members of an advisory committee of planners and social scientists ap pointed by the American Public Health Association (APHA)-was to rewrite Planning the Neighborhood, APHA's recommended standards for residential design. In particular, it was proposed that the new study take the point of view of the user in terms of residential standards. Hitherto, the private sector had domi nated these considerations (i. e. , the designer's predilections, the requirements of builders and material suppliers, and lenders' needs for mortgage security).

Some 7.3 billion people currently live on the planet. Of these, 3.4 billion live in rural areas. In just a few regions—Latin America, the Middle East and North Africa—less than 50 per cent of poverty is now located in rural areas. But for the rest of the world's regions between 55 per cent and 80 per cent of the poor continue to live in the countryside. Progress is being made, but much of the knowhow needed is not disseminated outside of a small coterie of professionals who work in the area. With urban development attracting a great deal of attention lately, poorer rural areas deserve the same and new knowledge for empowerment of rural communities is urgently needed. This book provides an overview of current thinking and practices that have emerged over the last thirty years for uplifting rural communities in developing economies. Drawing on a body of knowledge across a spectrum of relevant disciplines, this book provides a range of innovative ideas for rural planning, housing and infrastructure development. Governments in many emerging economies, where rural poverty is often most acute, have attempted to improve livelihoods. Approaches and techniques that have been used for urban development are often not applicable to rural communities. Studies show that money allocated for rural development is often not effectively spent due to distance, lack of infrastructure, lack of education, poverty and other factors. Meanwhile, the gap in development between the city and country continues to grow, sometimes leading to social and political instability, in both developing and developed countries. This book seeks to provide a guidebook for meeting such challenges. Through in-depth enquiry of global practices and thinking about rural development, and selected case studies, the authors argue that careful consideration must be given to incorporating issues of resilience, resourcefulness and the involvement of communities at grassroots levels in realising the transformation of rural settlements into Smart Villages.

From the Introduction: Consider these two places: Walking into Green Acres, you immediately sense that you have entered an oasis-traffic noise left behind, negative urban distractions out of sight, children playing and running on the grass, adults puttering on plant-filled balconies. Signs of life and care for the environment abound. Innumerable social and physical clues communicate to visitors and residents alike a sense of home and neighborhood. This is a place that people are proud of, a place that children will remember in later years with nostalgia and affection, a place that just feels "good." Contrast this with Southside Village. Something does not feel quite right. It is hard to find your way about, to discern which are the fronts and which are the backs of the houses, to determine what is "inside" and what is "outside." Strangers cut across what might be a communal backyard. There are no signs of personalization around doors or on balconies. Few children are around; those who are outside ride their bikes in circles in the parking lot There are few signs of caring; litter, graffiti, and broken light fixtures indicate the opposite. For the last 50 years, development patterns in Canada have emphasized building out onto greenfield lands at the urban edge at a rate that has outstripped the rate of population growth. This development pattern has resulted in the loss of farmland and natural areas, rising car dependency and traffic congestion. Moreover, many municipalities lack the resources to pay for the infrastructure needed to support expansion into greenfield areas. One of the ways municipalities have sought to address these issues is through residential intensification, i.e., encouraging housing development in existing urban areas where infrastructure and transit services are already in place. Infill development, adaptive reuse, brownfield development, lot splitting and secondary suites are examples of intensification that can result in the following: Ÿ Reduce infrastructure costs; Ÿ Use land more efficiently; Ÿ Preserve rural and natural areas outside existing urban boundaries; Ÿ Revitalize urban areas in decline; and Ÿ Create more transportation choice through easier access to daily destinations like work, shopping and entertainment (e.g., mixed-use, pedestrian- and transit-oriented neighbourhoods). Despite the considerable potential benefits, intensification faces a series of practical challenges: Ÿ Higher development costs; Ÿ Neighbourhood opposition; Ÿ Regulatory issues. This study aims to profile successful examples of municipal initiatives that have helped to overcome obstacles such as these, either by removing barriers or providing positive incentives. Most importantly, they have resulted in concrete results "on the ground, " in that they have helped trigger or facilitate projects that may not have otherwise gone ahead. The report profiles 12 case studies of local initiatives that support intensification. One of the policies that has been most widely used to try to limit urban sprawl has been that of urban containment. These policies are planning controls limiting the growth of cities in an attempt to preserve open rural uses, such as habitat, agriculture and forestry, in urban regions. While there has been a substantial amount of research into these urban containment policies, most have focused on issues of land use, consumption, transportation impacts or economic development issues. This book examines the effects of urban containment policies on key social issues, such as housing, wealth building and creation, racial segregation and gentrification. It argues that, while the policies make important contributions to environmental sustainability, they also affect affordability for all the economic groups of citizens aside from the most wealthy. However, it also puts forward suggestions for revising such policies to counter these possible negative social impacts.
