This book traces how resilience is conceptually grounded in an understanding of the world as interconnected, complex and emergent. In an interconnected world, we are exposed to radical uncertainties, which require new modes of handling them. Security no longer means the promise of protection, but it is redefined as resilience - as security in-formation. Information and the Internet not only play a key role for our understanding of security in highly connected societies, but also for resilience as a new program of tackling emergencies. Social media, cyber-exercises, the collection of digital data and new developments in Internet policy shape resilience as a new form of security governance. Through case studies in these four areas this book documents and critically discusses the relationship between resilience, the Internet and security governance. It takes the reader on a journey from the rise of complexity narratives in the context of security policy to a discussion of the Internet’s influence on resilience practices, and ends with a theory of resilience and the relational. The book shows how the Internet nourishes narratives of connectivity, complexity and emergency in political discourses, and how it brings about new resilience practices. Community resilience, or the sustained ability of a community to withstand and recover from adversity has become a key policy issue at federal, state, and local levels, including in the National Health Security Strategy. Because resources are limited in the wake of an emergency, it is increasingly recognized that resilience is critical to a community's ability to reduce long recovery periods after an emergency. This report provides a roadmap for federal, state, and local leaders who are developing plans to enhance community resilience for health security threats and describes options for building community resilience in key areas. Based on findings from a literature review and a series of community and regional focus groups, the authors provide a definition of community resilience in the context of national health security and a set of eight levers and five core components for building resilience. They then describe suggested activities that communities are pursuing and may want to strengthen for community resilience, and they identify challenges to implementation.

Less than half of the public in the U.S. have taken the three steps to prepare for emergencies that are recommended by FEMA and the Red Cross: having a 3-day emergency kit, a family communication plan, and knowing where to get information during an emergency. Although emergency managers attempt to train the public, often they are only able to distribute brochures and make public notifications. For a variety of reasons, the public frequently ignores this guidance, leaving people more vulnerable during emergencies. This book applies the process of social marketing, which has been used widely in public health and other disciplines, to the lack of public preparedness. Written for emergency managers in government and non-profit agencies, students, and volunteers, the book provides enough background and resources to enable the user to carry out an effective emergency preparedness campaign in their community and maintain it over time. Unlike preparing one message for everyone, social marketing involves working with smaller communities to identify what and how people want to learn, training them, and then maintaining that relationship to insure their preparedness. Because most emergency management agencies lack resources to take on such an initiative, the book provides readers with low cost methods to begin a social marketing program.

Social Network Analysis (SNA) is the identification of the relationships and attributes of members, key actors, and groups that social networks comprise. The National Research Council, at the request of the Department of Homeland Security, held a two-day workshop on the use of SNA for the purpose of building community disaster resilience. The workshop, summarized in this volume, was designed to provide guidance to the DHS on a potential research agenda that would increase the effectiveness of SNA for improving community disaster resilience. The workshop explored the state of the art in SNA and its applications in the identification, construction, and strengthening of networks within U.S. communities. Workshop participants discussed current work in SNA focused on characterizing networks; the theories, principles and research applicable to the design or strengthening of networks; the gaps in knowledge that prevent the application of SNA to the construction of networks; and research areas that could fill those gaps. Elements of a research agenda to support the design, development, and implementation of social networks for the specific purpose of strengthening community resilience against natural and human-made disasters were discussed.

This book introduces the concepts of Resilience-Based Design (RBD) as an extension of Performance-Based Design. It provides readers with a range of cutting-edge methodologies for evaluating resilience and clarifies the difference between resilience, vulnerability and sustainability. Initially, the book focuses on describing the different types of uncertainty that arise in the context of resilience evaluation. This is followed by an entire chapter dedicated to the analytical and experimental recovery functions. Then, starting from the definition of resilience provided by MCEER, an extension of the methodology is provided that introduces the seven dimensions of Community Resilience, summarized in the acronym PEOPLES. They are: Population and Demographics, Environmental/Ecosystem, Organized Governmental Services, Physical infrastructures, Lifestyle and Community Competence, Economic Development, and Socio-Cultural Capital. For each dimension, components and subcomponents are defined and the related indices are provided. Underlining the importance of the physical infrastructure dimension, the book provides several examples of applications for transportation, hydraulic, gas and power networks. The problem of interdependencies and the domino effect is also taken into account during the analysis. One of the book’s closing chapters focuses on different methodologies for improving disaster preparedness and engineering mitigation strategies, while the last chapter describes the different computer platforms available on the market for evaluating Community Resilience. The book offers readers an extensive introduction to the concept of Resilience-Based Design, together with selected advanced applications for specialists. No prerequisite knowledge is needed in order to understand the book, and the Appendix offers valuable supplemental information on e.g. the probabilistic concepts.
