The ways that British universities allocate their resources are discussed, with attention to different styles, techniques, and decison-making structures. Since the purpose is to describe institutional models of resource allocation, specific universities are not identified by name. After identifying the sources of income and the breakdown of expenditures for United Kingdom universities, attention is directed to procedures for allocating funds for academic purposes, research, central services, premises, furniture and equipment, and central administration. The resource allocation mechanisms used by the government and the University Grants Committee (UGC) are also reviewed, along with the effect of these mechanisms on the universities. In describing the funding of universities since the early 1970s, consideration is given to the universities' adaptation to financial stringency and adjustments to cuts in UCG income that resulted from the July 1981 allocation letters. The market-oriented approach adopted by the Cranfield Institute of Technology is also addressed. Finally, resource allocation procedures in U.S. universities are described and compared to those in Britain, and implications for British practice are considered. (SW)

By almost any measure, higher education is a vital part of the U.S. economy and society. Yet there is concern that the sector is inefficient or ill equipped to adapt to a changing environment. The information revolution, an aging population, demographic shifts, and a declining fiscal base all present it with major challenges.In Pursuit of Prestige describes the results of a two-year study of higher education in the United States designed to shed light on these issues. This volume examines higher education as an industry. It focuses on how institutions serve four identifiable markets that generate revenues (student enrollment, research funding, public fiscal support, and private giving). They analyze higher educational institutions' investment, pricing, and marketing behaviors, and the nature of competition among schools. They review the industry's basic conditions and market structure, then define the three key dimensions--degree level, scope, and resource allocation--by which institutions map out strategies for competing for markets.The heart of the book is an analysis showing how these strategies are carried out based on site-visit data from 26 highly diverse colleges and universities. This work analyses how political economic shifts contribute to competition within higher education systems in the US, EU, and Canada. The authors highlight competition for prestige and public and private subsidies, exploring the consequences of these processes through theoretical and empirical analyses. Accordingly, the work highlights topics that will be of interest to a wide range of audiences. Concepts addressed include stratification, privatization of formerly public subsidies, preference for “high tech” academic fields, and the vocationalization of the curriculum (i.e., Science, Technology, Engineering and Mathematics: [STEM] fields, selected professions, and business) rather than the liberal arts or the Humboldtian vision of the university. Across national contexts and analytic methods, authors analyze the growth of national policies that see universities as a sub set of economic development, casting universities as corporate research laboratories and education as central to job creation. Throughout the volume, the authors make the case that national and regional approaches to politics and markets result in different experiences of consequences of academic capitalism. While these shifts serve the interests of some institutions, others find themselves struggling to meet ever-greater expectations with stagnant or shrinking resource bases.
