This book introduces the four principal sets of institutions that engage in bringing peace and relief to societies mired in violent conflicts and humanitarian crises—the United Nations and other international bodies; non-governmental organizations; civilian government agencies; and militaries. Because these institutions have distinct goals as well as overlapping mandates and activities on the ground, they do not always collaborate effectively, due in part to a lack of familiarity with how the other institutions are organized, make decisions or act on the ground. Despite declining public support for large-scale, state-building missions recently, more complex interagency efforts have evolved in partnership with host country governments. Numerous third parties continue to undertake peacebuilding, stabilization, and humanitarian relief measures around the globe. This textbook offers valuable insights into the nexus between geography, geopolitics, and humanitarian action. As the impact of any humanitarian disaster is proportional to the level of development of the area affected, concepts and categories of humanitarian action are explored, along with development issues at their core, especially in the Global South. Broadly speaking, humanitarian disasters fall into the categories of natural, human-made, technological, or complex; here, however, the focus is on human-made crises. Attempts at greater regulation, national and international organization and multilateralism to prevent violent conflicts, as well as enhanced responses to humanitarian emergencies, need to be supported now more than ever before. This textbook will appeal to graduate and upper undergraduate students and practitioners in the fields of geography, geopolitics, humanitarian action and geographies of conflict and war. Violent conflicts today are complex and increasingly protracted, involving more nonstate groups and regional and international actors. It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.

In this lecture, delivered at the University of California, Berkeley, on April 1, 1992, Mrs Sadako Ogata, the United Nations High Commissioner for Refugees, examines the changing nature of the refugee problem in the post-Cold War era, the new opportunities for conflict resolution which multilateral cooperation is producing, and the challenges to developing an effective response to the refugee problem in a conflict-ridden world. Mrs Ogata begins with a brief historical perspective on refugee movements and the changing nature of the problem. Special attention is given to internal conflicts rooted in nationalistic, ethnic and religious violence. After a brief recounting of the major conflicts, the High Commissioner examines the multilateral machinery available within the United Nations system for conflict resolution. Several examples of active UN efforts are presented. The final section of the lecture focuses on UNHCR as the humanitarian arm of many UN peace-making efforts. Mrs Ogata describes the importance of protection and especially the problem of protection for those who return in the midst of conflict and insecurity. Also mentioned is the general problem of finding mechanisms for the international protection of individuals in their own country and the evolution of law and policy in dealing with problems of sovereignty and national jurisdiction. Specific examples of novel ways of addressing this problem are illustrated, such as in El Salvador and Sri Lanka. Mention is also made of the growth of multilateralism in the field of development.
