The rapid economic expansion and population growth of developing countries in Asia has led to increasing demands for water and energy. To meet these demands, large dam development projects have been completed, which has inevitably caused involuntary resettlement. In order to support these projects, dam developers must find appropriate ways to ensure adequate livelihood reconstruction for resettled individuals. Resettlement causes both short-term and long-term effects (both positive and negative) for the relocated populations, meaning that in order to evaluate the larger impact of such projects long-term post-project evaluations must be carried out. However, post-project evaluations by international donors have typically been conducted within a few years after completion; the long-term impact of such projects is seldom evaluated.This book aims to fill this gap. A study team composed of researchers from Indonesia, Japan, Lao PDR, Sri Lanka, and Turkey has conducted ten case studies focusing on resettled individuals? satisfaction, opportunities offered, and income generation. The volume provides an overview of the ten case studies, which were carried out across five countries. It also discusses how a compensation programme should be designed and what sort of options should be presented to resettled individuals for their maximum benefit.This book was originally published as a special issue of the International Journal of Water Resources Development.

Each year millions of people are displaced from their homes and lands. While international environmental and social performance standards on land access and involuntary resettlement exist, no framework supporting livelihood restoration has been developed. This book provides a framework that will help improve practice for those who are involved in resettlement projects and, crucially, improve the outcomes for the resettlement-affected households and communities. Evidence from the implementation of public- and private-sector-led resettlement projects indicates that livelihood restoration is a persistent shortcoming, if not failure, across these projects. Water data and information are essential to support efforts to understand, manage, allocate, utilize and protect water resources. The linkages between Water Information Systems and needs of decision makers are complex, but can be encapsulated in a Driving Force (Policy Needs) – Monitoring – Data Management – Reporting framework. The rapid development in water policy reforms in many sectors and growing emphasis on demand-side policy solutions to water resources management has created an information imbalance. This imbalance can be characterised in terms of an inverted pyramid with implementation of many water policy initiatives supported by little data and information, especially related to economic and financial elements, to help guide decision makers toward more effective and efficient water resources management strategies. Additionally, as stress and demands on water systems increase and water becomes a more valued resource, this tends to increase the value of water information both for water providers and users. Nevertheless, many countries are reporting that the capacity to collect water information is being undermined by a lack of resources, while expertise to collect, analyse and interpret water data for decision makers is being lost. Finally, the impact of climate change on hydrological regimes represents a key potential stress on water systems. This issue could be the catalyst for adapting policies to provide more efficient and effective use and management of water resources and advance institutional and governance reforms in the water sector. Pakistan’s water management is at a critical watershed. The world’s seventh-most populous country faces serious challenges that will require improvements in both the "hardware" and "software" of agricultural water management. Water shortages are growing rapidly as a result of growing demand across all water-using sectors. Rapid population growth, from 175 million people in 2010 to an estimated 236 million by 2030 and 280 million by 2050, and international food-price spikes create pressure to increase agricultural production of staples; but demand for cash crops is also growing rapidly, including for cotton, fruit trees and tobacco, to raise rural incomes and generate rural employment to absorb the relatively young, rapidly growing rural population. Water management is also increasingly affected by climate change – including an increased number of flood and drought events – and growing energy shortages, which affect how water is being sourced and used. Last but not least, Pakistan’s political situation is fragile, which has reduced incentives to invest in enhanced agricultural water (and other) technologies. How Pakistan addresses these challenges will be decisive for its population’s future water and food security, for economic growth, and for environmental sustainability. It will also affect water and food outcomes globally, due to the interconnectedness of global food trade. This book was published as a special issue of Water International.

Water infrastructure is an essential element in water management. Together with institutions, policies and regulation, it provides basic services to growing populations, especially in developing countries, where much of the growth is taking place. In the Asia-Pacific region, for instance, populations are growing not only in size but also in affluence, straining further the existing infrastructure and demanding urgently the development of a new one. While 79% of total water use in Asia occurs in agriculture, the fastest increases in demand are emanating from industry and from urban areas. This trend is a natural consequence of the fastest industrialization and urbanization process in history. By 2030, more than 55% of Asia’s population will live in urban areas, an increase of 1.1 billion people. Nevertheless, water infrastructure is of concern not only in the global South but also in the North, where much of the drinking-water infrastructure needs upgrading or replacement, a significant undertaking as infrastructure is more than a hundred years old in many cases. The American Water Works Association estimates that changing all of the water pipes in the United States would cost more than USD 1 trillion. In this book, in-depth case studies on water infrastructure challenges and policy solutions are presented from different parts of the world. It is beyond doubt that the interconnectedness between food, energy, water security and environmental sustainability exists and is getting amplified with increased globalization. It has been recognized that efforts to address only one part of a systemic problem by neglecting other inherently interlinked aspects may not lead to desirable and sustainable outcomes. In this perspective, policy- and decision- making requires a nexus approach that reduces trade-offs and builds synergies across sectors, and helps to reduce costs and increase benefits for humans and nature compared to independent approaches to the management of water, energy, food and the environment. In the past, work related to the Nexus has looked at the interactions between water and food or water and energy, but there has been a reluctance to bring forward a broader systematic perspective that captures the multiple sectors and resource dependencies while understanding its cost to the environment if we neglect these linkages.
