At the end of the Cold War, the United States emerged as the world's most powerful state, and then used that power to initiate wars against smaller countries in the Middle East and South Asia. According to balance-of-power theory--the bedrock of realism in international relations--other states should have joined together militarily to counterbalance the United States' rising power. Yet they did not. Nor have they united to oppose Chinese aggression in the South China Sea or Russian offensives along its western border. This does not mean balance-of-power politics is dead, argues renowned international relations scholar T. V. Paul; instead it has taken a different form. Rather than employ familiar strategies such as active military alliances and arms buildups, leading powers have engaged in "soft balancing," which seeks to restrain threatening powers through the use of international institutions, informal alignments, and economic sanctions. Paul places the evolution of balancing behavior in historical perspective, from the post-Napoleonic era to today's globalized world. This book offers an illuminating examination of how subtler forms of balance-of-power politics can help states achieve their goals against aggressive powers without wars or arms races.

This book challenges the traditional view that meaningful analogies cannot be drawn between domestic and international politics. Alexandru V. Grigorescu shows that there are important parallels to be drawn across these two realms, if political interactions among states over the past two centuries are compared to those within states going back about a thousand years. He focuses specifically on the evolution of institutions that restrain concentrated power, such as courts, assemblies, and bureaucracies. Restraining Power through Institutions begins by developing a set of theoretical arguments about the emergence, change, and consolidation of institutional restraints on power. These are primarily derived from literature focusing on domestic politics going back to events such as those surrounding the signing of the Magna Carta and the emergence and evolution of the Curia Regis in England, or of the Estates General and Parlements in France. It then assesses the relevance of such arguments for the evolution of numerous international institutions: international courts, such as the Permanent Court of Arbitration, International Court of Justice, and International Criminal Court; international assemblies and parliaments, such as the Assembly of the League of Nations, UN General Assembly; and European Parliament; and international secretariats, such as those of the Central Commission for the Navigation of the Rhine, League of Nations, UN, and World Bank. The similarities between developments in the domestic and international realms lead to a number of important conclusions about future expectations for international institutions and for world politics more broadly. In particular, the book argues that complementing the traditional focus on efforts to acquire power with the "Lockean" focus on restraining power offers a more complete depiction of international politics. This novel perspective consequently shifts the focus from the interests and actions of a handful of powerful states to those of virtually all states and groups of states, regardless of how powerful they are.

The rise and fall of states in the international system has been an interesting problem that has received attention amongst scholars, policy makers, journalists, politicians and leaders of states. Interestingly there have been numerous attempts that have sought to define, explain and interpret the consequences of these developments that occur in the international system (Chan, 2008:1). Efforts have been made to define ‘Great Powers’, ‘Middle Powers’, ‘Emerging Powers’, ‘Small Powers’, Super Powers’, ‘Hegemons’ etc, of which the idea of ‘Great Power’ and ‘Emerging Power’, receives primary attention in this research. The dramatic rise of China and India in particular, in terms of their economy and military capabilities, has brought about a paradigm shift in terms of thinking of world politics that is coupled with the decline of the US’ hegemonic status. Randall Schweller points out that there have been arguments that support the fact of the increasing potential for security competition and war between the US and China and on the other hand he also directs the reader to the optimist’s argument that the transition of power would be smooth and evolutionary where there will be efforts towards accommodating these changes that are occurring in the international system. He also points out that there will be efforts by great powers to accept these changes through restraint, reciprocity, cooperation and establish a mutually acceptable order that would benefit all (Schweller, 2011: 285). These complexities make it both interesting as well as a serious concern in terms of peace and security in the world.

Questions about the likelihood of conflict between the United States and China have dominated international policy discussion for years. But the leading theory of power transitions between a declining hegemon and a rising rival is based exclusively on European examples, such as the Peloponnesian War, as chronicled by Thucydides, as well as the rise of Germany under Bismarck and the Anglo-German rivalry of the nineteenth and early twentieth centuries. What lessons does East Asian history offer, for both the power transitions debate and the future of U.S.-China relations? Examining the rise and fall of East Asian powers over 1,500 years, Beyond Power Transitions offers a new perspective on the forces that shape war and peace. Xinru Ma and David C. Kang argue that focusing on the East Asian experience underscores domestic risks and constraints on great powers, not relative rise and decline in international competition. They find that almost every regime transition before the twentieth century was instigated by internal challenges and even the exceptions deviated markedly from the predictions of power transition theory. Instead, East Asia was stable for a remarkably long time despite massive power differences because of common understandings about countries’ relative status. Provocative and incisive, this book challenges prevailing assumptions about the universality of power transition theory and shows why East Asian history has profound implications for international affairs today.
