In response to the devastation caused by natural hazards in the Caribbean in 2004, the World Bank is developing a risk financing vehicle to allow Caribbean countries to pool natural disaster risks, reduce the cost of insurance, and ensure swift payment by the use of a parametric system of claims determination. The purpose of the proposed initiative is to provide participating countries with an insurance instrument that would help shelter them from natural disasters. The study shows that the instrument would function like business interruption insurance against budgetary losses caused by hurricanes and earthquakes. Because of the speed at which claim payments will be processed, the instrument will be particularly useful in financing immediate post-disaster recovery needs, while an affected government seeks funds from other sources for long-term reconstruction. The creation of this instrument would allow participating governments to channel and share risk through a Caribbean Catastrophe Risk Insurance Facility (CCRIF, or the Facility). The report explains that the Facility will provide Caribbean governments with catastrophe insurance coverage in a cost effective manner by allowing them to access the reinsurance market with a better diversified risk portfolio. The ultimate cost of coverage will depend on the extent of this risk-spreading effect, economies of scale, and the amount of initial capital available to the Facility.

'Catastrophe Risk Financing in Developing Countries' provides a detailed analysis of the imperfections and inefficiencies that impede the emergence of competitive catastrophe risk markets in developing countries. The book demonstrates how donors and international financial institutions can assist governments in middle- and low-income countries in promoting effective and affordable catastrophe risk financing solutions. The authors present guiding principles on how and when governments, with assistance from donors and international financial institutions, should intervene in catastrophe insurance markets. They also identify key activities to be undertaken by donors and institutions that would allow middle- and low-income countries to develop competitive and cost-effective catastrophe risk financing strategies at both the macro (government) and micro (household) levels. These principles and activities are expected to inform good practices and ensure desirable results in catastrophe insurance projects. 'Catastrophe Risk Financing in Developing Countries' offers valuable advice and guidelines to policy makers and insurance practitioners involved in the development of catastrophe insurance programs in developing countries.

Innovative Humanitarian Financing written by Maram Ahmed and has been published by Springer Nature this book supported file pdf, txt, epub, kindle and other format this book has been release on 2021-10-18 with Business & Economics categories.

Humanitarian crises have become more frequent, complex and protracted. If current trends continue, it is estimated that by 2030, humanitarian assistance costs could increase to $50 billion per year. By then, two-thirds of the world’s poor are at risk of living in conflict-affected countries. To bridge the gap, humanitarian organizations are increasingly utilizing innovative financing tools such as impact bonds, faith-based finance and other innovative financial products and services to mobilize greater funding to address humanitarian needs. This book is among the first to assess a set of innovative financing mechanisms that have been transforming the humanitarian sector and explores their key opportunities, challenges and future prospects. This book will be of interest to academics, practitioners, humanitarian organizations and policy makers involved in humanitarian financing and to the humanitarian sector in general.

Insuring Against Climate Change written by Nikolas Scherer and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2020-02-19 with Science categories.

This book provides one of the first systematic in-depth studies on regional catastrophe risk pools. It explores the various goals of these new financial instruments, illustrating how they function on a conceptual, technical and practical level, and reconstructs their political genesis. With climate-related disasters increasing in frequency and severity, Insuring Against Climate Change explores how affected countries, especially those in the Global South, have increasingly turned to innovative index insurance instruments, as demonstrated by the creation of the Caribbean Catastrophic Risk Insurance Facility (CCRIF), the African Risk Capacity (ARC) and the Pacific Catastrophe Risk Assessment and Financing Initiative Facility (PCRAFI Facility). Scherer scrutinizes the formation of this trend, exploring comparatively the goals, characteristics and histories of these tools, and argues that their attractiveness rests more on political than economic benefits and is, in fact, more supply than demand-driven. Making a significant contribution to current debates on the opportunities and limitations of what are sometimes described as indirect ‘climate risk insurance’, this book will be of great interest to political scientists with an interest in insurance instruments and climate-related disaster management politics as well as to practitioners working in the insurance, finance and the development sectors.

Economic developments and growth of Jamaica are discussed in this paper. Despite the good performance under the program through end-September, mounting spending pressures and delays in some fiscal reforms have required the adoption of corrective measures by the authorities. The authorities concurred with IMF staff that the potential spending overruns reflected weaknesses in expenditure management that needed to be urgently addressed. To offset the expenditure overruns, the government has adopted a number of compensatory measures.

The Resilience Machine written by Jim Bohland and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2018-10-10 with Architecture categories.

We live in a time where environmental pressures, social inequities and political derision are the backdrop of everyday life, and where resilience has become a routine prescription for coping with the conditions of modern existence. Drawing an analogy to Harvey Molotch’s urban growth machine, this book explores different narratives of resilience and their policy and practice manifestations for cities, citizens and communities. It expands on the metaphor of the machine to show how resilience can be better understood as an assemblage. Bringing together authors from multiple disciplines and different parts of the world, the book unmasks the often invisible effects of resilience strategies by examining ways in which neoliberal mentalities are fed through the rhetoric of resilience practices, policies and development projects. The contributing essays provide provocative accounts of several areas of inquiry, including biopolitics and smart bodies, resilient cities and communities, urban planning and disaster management, justice and vulnerability, and resistance to resilience. Holding out hope for critical potentials in ‘resilience,’ The Resilience Machine proposes to move beyond mechanisms of adaptation and into imagining what resilient life could look like in a more just, equitable and democratic world. The Resilience Machine is a current, vital addition to resilience, community and urban scholarship.

Biopolitical Disaster written by Jennifer L. Lawrence and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2017-07-14 with Political Science categories.

Biopolitical Disaster employs a grounded analysis of the production and lived-experience of biopolitical life in order to illustrate how disaster production and response are intimately interconnected. The book is organized into four parts, each revealing how socio-environmental consequences of instrumentalist environmentalities produce disastrous settings and political experiences that are evident in our contemporary world. Beginning with "Commodifying crisis," the volume focuses on the inherent production of disaster that is bound to the crisis tendency of capitalism. The second part, "Governmentalities of disaster," addresses material and discursive questions of governance, the role of the state, as well as questions of democracy. This part explores the linkage between problematic environmental rationalities and policies. Third, the volume considers how and where the (de)valuation of life itself takes shape within the theme of "Affected bodies," and investigates the corporeal impacts of disastrous biopolitics. The final part, "Environmental aesthetics and resistance," fuses concepts from affect theory, feminist studies, post-positivism, and contemporary political theory to identify sites and practices of political resistance to biopower. Biopolitical Disaster will be of great interest to postgraduates, researchers, and academic scholars working in Political ecology; Geopolitics; Feminist critique; Intersectionality; Environmental politics; Science and technology studies; Disaster studies; Political theory; Indigenous studies; Aesthetics; and Resistance.

Financing For Overcoming Economic Insecurity written by Rob Vos and has been published by Bloomsbury Publishing this book supported file pdf, txt, epub, kindle and other format this book has been release on 2015-03-12 with Business & Economics categories.

The world is witnessing the paradox of simultaneous increase in income and insecurity. According to available data, global average per capita income has increased in recent decades, while at the same time actual and perceived insecurity has also increased. This paradox is true for both developed and developing countries. However, the concrete form and causes of insecurity differs across these two groups of countries. To the extent that income levels in many developing countries are very low, economic insecurity in these countries takes a starker and chronic form. In Financing for Overcoming Economic Insecurity, leading experts examine the causes and consequences of rising economic insecurity and policy measures that can be adopted to overcome insecurity. The volume contains papers addressing issues of economic insecurity pertaining to both developed and developing countries and caused by both economic factors and natural hazards. It also discusses the issues at both macro and micro levels. The volume's focus on policy measures, such as redistribution and reinvestment of profit income in developed countries and imposition of capital control and promotion of micro insurance in developing countries, should be of much help to policymakers as well as researchers.

Resilience is increasingly discussed as a key concept across many fields of international policymaking from sustainable development and climate change, insecurity, conflict and terrorism to urban and rural planning, international aid provision and the prevention of and responses to natural and man-made disasters. Edited by leading academic authorities from a number of disciplines, this is the first handbook to deal with resilience as a new conceptual approach to understanding and addressing a range of interdependent global challenges. The Handbook is divided into nine sections: Introduction: contested paradigms of resilience; the challenges of resilience; governing uncertainty; resilience and neoliberalism; environmental concerns and climate change adaptation; urban planning; disaster risk reduction and response; international security and insecurity; the policy and practices of international development. Highlighting how resilience-thinking is increasingly transforming international policy-making and government and institutional practices, this book will be an indispensable source of information for students, academics and the wider public interested in resilience, international relations and international security.
