We live in a time where environmental pressures, social inequities and political derision are the backdrop of everyday life, and where resilience has become a routine prescription for coping with the conditions of modern existence. Drawing an analogy to Harvey Molotch’s urban growth machine, this book explores different narratives of resilience and their policy and practice manifestations for cities, citizens and communities. It expands on the metaphor of the machine to show how resilience can be better understood as an assemblage. This Special Issue contributes to the debate on land grabbing as commons grabbing with a special focus on how the development of state institutions (formal laws and regulations for agrarian development and compensations) and voluntary corporate social responsibility (CRS) initiatives have enabled the grabbing process. It also looks at how these institutions and CSR programs are used as development strategies of states and companies to legitimate their investments. This Special Issue includes case studies from Kenya, Morocco, Tanzania, Cambodia, Bolivia and Ecuador analysing how these strategies are embedded into neo-liberal ideologies of economic development. We propose looking at James Ferguson’s notion of the Anti-Politics Machine (1990) that served to uncover the hidden political basis of state-driven development strategies. We think it is of interest to test the approach for analysing development discourses and CSR-policies in agrarian investments. We argue based on a New Institutional Political Ecology (NIPE) approach that these legitimize the institutional change from common to state and private property of land and land related common pool resources which is the basis of commons grabbing that also grabbed the capacity for resilience of local people.

The COVID-19 pandemic has highlighted the importance of corporate resilience in the face of sudden and severe shocks to the global economy. In response, there has been renewed interest in studying the capabilities that enable firms to weather such crises. Previous studies have identified a range of capabilities that contribute to resilience, but these have typically been studied in isolation, using traditional regression techniques, and without clear tie with external environment. In this paper, we extend the literature by demonstrating a portfolio effect through major capability bundles, using an ensemble of machine learning techniques that predict resilience more accurately than traditional regression techniques. We also perform a systematic analysis at the industry level, recognizing that the best mix of capabilities to boost resilience should be shaped by the external environment. Our machine learning results suggest that while all major capabilities contribute to firm resilience, the mix is industry-specific and driven by bundling. This paper contributes to the literature on corporate resilience by providing new insights into the best mix of capabilities to build resilience in the face of external shocks.

The growth of a global digital economy has enabled rapid communication, instantaneous movement of funds, and availability of vast amounts of information. With this come challenges such as the vulnerability of digitalized sociotechnological systems (STSs) to destructive events (earthquakes, disease events, terrorist attacks). Similar issues arise for disruptions to complex linked natural and social systems (from changing climates, evolving urban environments, etc.). This book explores new approaches to the resilience of sociotechnological and natural-social systems in a digital world of big data, extraordinary computing capacity, and rapidly developing methods of Artificial Intelligence. Most of the book’s papers were presented at the Workshop on Big Data and Systems Analysis held at the International Institute for Applied Systems Analysis in Laxenburg, Austria in February, 2020. Their authors are associated with the Task Group “Advanced mathematical tools for data-driven applied systems analysis” created and sponsored by CODATA in November, 2018. The world-wide COVID-19 pandemic illustrates the vulnerability of our healthcare systems, supply chains, and social infrastructure, and confronts our notions of what makes a system resilient. We have found that use of AI tools can lead to problems when unexpected events occur. On the other hand, the vast amounts of data available from sensors, satellite images, social media, etc. can also be used to make modern systems more resilient. Papers in the book explore disruptions of complex networks and algorithms that minimize departure from a previous state after a disruption; introduce a multigrammatical framework for the technological and resource bases of today’s large-scale industrial systems and the transformations resulting from disruptive events; and explain how robotics can enhance pre-emptive measures or post-disaster responses to increase resiliency. Other papers explore current directions in data processing and handling and principles of FAIRness in data; how the availability of large amounts of data can aid in the development of resilient STSs and challenges to overcome in doing so. The book also addresses interactions between humans and built environments, focusing on how AI can inform today’s smart and connected buildings and make them resilient, and how AI tools can increase resilience to misinformation and its dissemination.

Resilience in relation to the maintenance and management of job shop systems has not yet received significant consideration or adequate study. Yet resilience is increasing in usage within engineering fields, although its application varies from one system to another. The matrices for resilience depend on the structure of the system and the failure factors. Machine stability is significant to the industry because of the need to build quality and to minimize production loss resulting from machine breakdown. A disruptive event on the machine leads to full loss of production in the job shop. In order to mitigate the impact of machine break down, it is essential to pinpoint a new resilience definition, measurements, and a new model design and evaluate the resilience using analysis tools. In a job shop, machines are considered most important, and they are always the most susceptible to disruptions during different kinds of operations. A disruptive event in a machine causes errors in the machine workload, operations dynamic, and the job shop system. This dissertation proposes a new definition for resilience in a job shop and analysis frameworks. The report includes the resilience curve, modeling, estimations, quantification, and measurement techniques.
